09.e2 a Set Special Meetings for Administrator Search Staff Report Date of Meeting: January 17, 2023 To: Mayor and City Council From: Anne Hurlburt, Interim City Administrator Re: City Administrator Search: Set Special Meetings for Selection of Finalists and for Interviews Action Requested: Set two special meetings related to City Administrator Recruitment: • Tuesday, February 21, 2023 at 5:45 p.m. (prior to regular Council meeting) for selection of finalists, and • Thursday, March 2, 2023 OR Friday, March 3 at 8:30 a.m. (all day) for interviews. Background: Advertising for the City Administrator position began at the end of December, with an application deadline of January 31, 2023. The city’s consultant (Charlene Stevens, GovHRusa) will review and evaluate the applications and recommend possible finalists for Council selection at the February 21 special meeting. The meeting will take approximately one hour. A 5:45 start time is recommended to allow enough transition time before the regular meeting. This meeting will be held in the Heritage Room at the Community Center. This meeting will be open to the public, but will not be streamed or on Zoom in order to ensure required confidentiality is maintained. Interviews will be scheduled for either March 2 or March 3, in the Council Chambers. The meeting would start at 8:30 with a briefing from the consultants, with the first interview scheduled no earlier than 9:00 a.m. Time will be built in for lunch and Council deliberation before ending the day. Some materials will be sent in advance so that the Council can prepare. Optional parts of the interview process are candidate meetings with staff, and possibly a city tour. The staff interaction could be structured as a meet and greet, or a more formal conversation or interview. The timing would be coordinated with the Council interviews so that any input can be given to the Council for their deliberations. Tours would be given by staff. I recommend having both staff involvement and a tour; it can provide useful input for both the city and the candidates.
