Action Requested:
Consider whether to authorize a grant application to the Minnesota Pollution Control Agency
(MPCA) for a level 2 electric vehicle (EV) charging station at the Scandia Community Center;
and if authorized, determine the source of funds for the 20% match.
Background:
Resident Mary Hooley approached Mayor Maefsky with the opportunity to apply for a grant,
which would provide up to $15,000 for a dual-port EV charger station. The maximum grant is
$150,000 for a larger project. A public charging station would allow recharging of vehicles while
their owners attend events or activities at the Community Center or elsewhere in the area. The
deadline for the grant application is February 28, 2023. Ms. Hooley is working to find a
volunteer to write the grant application.
Staff has worked with Dan Schmidt of Scandia Electric to get a cost estimate for a dual port
charger station, which is attached. The estimate (not to exceed) $33,890 includes a new
electrical service and extra wiring, because the service existing at the Community Center is not
adequate to support the addition of an EV charger.
Staff has not identified where the $18,890 cost in excess of the maximum $15,000 in grant
funding could come from in the 2023 budget.
Recommendation:
The Council should discuss the proposal. If you decide not to authorize this application, an
alternative would be to refer the question of EV chargers to the Capital Improvements
Committee. The priority, timing and funding source could be considered in the next CIP/budget
update. There will likely be opportunities for grants in the future, as the need grows for EV
chargers.
