I had asked you several questions in my last email regarding the fees and other things and never received a response?
The more I think about this the more confused I am . i’m not sure why the manure issue wouldn’t of been addressed at
the first meeting and why we at the first meeting we’re all only worried about the number of animals and now that
they’re satisfied on that. Now they come up with new issues to drag this out which I’m sure they’re trying to charge me
for dragging this out .
This is really out of control.
You are asking me to sign a contract with private farmers for the manure. I am not willing to put anyone in that
situation. I told you the name of the people who are willing to take extra manure . I have looked up how much manure
can be spread per acre 11 tons. It seems whatever I provide just seems to be debated by people who have zero
background on the topic.
You ask for manure calculations, 1) I already provided you with something from MPC which has all the information in it.
Again this was way above and beyond what is specified in IUP application requirements. 2) the manure accumulated is
constantly changing , as the smart ass council member said big animal big poop, small animals small poop. Seems like
common sense to me. As I also spelled out it will be a cycle, once they hit slaughter sized they will be gone. So to give
you a hard number as you are asking for it would change weekly.
As for gathering manure, this would be same as calculating manure. It would constantly be changing. If the cattle are
small manure would it buildup as fast as it would when they are close to slaughter. I would gather when I see build up
and put it in the stock pile/ compost bin or in my manure spreader tell it’s full then spread it.
As for manure in winter, this is not an indoor barn we are talking about. They are outside so in winter when everything is
frozen the manure doesn’t smell. When everything thawed out it would be cleaned up. I cant find anywhere and no one
has ever herd of a four season manure plan.

As was discussed at the last meeting, the City Council has determined they need a more detailed and
formalized management plan in order to make a decision on your application.
The Council has determined they need the following information to make a decision:
1. Provide written statement as a commitment from any entities that intend to remove
manure from site.
2. Provide calculations as to manure generated and show capacity to store the amount
produced between times when manure is transported off site.
3. Detail how often and how manure will be gathered on site.
4. Detail how manure will be handled during months where actively spreading on fields will be
prohibitive (winter months).
As far as a deadline, in general I need any information you wish to present to Council by the Wednesday
before the week of a meeting. Staff needs time to review the submittal and prepare a staff report. The
second meeting in February is February 21, 2023. For your item to be on that agenda I will need your
management plan as I detailed in my previous email by February 15, 2023.
The 120-day deadline for the City to make a decision on your application is March 17, 2023. This means
that the last opportunity for your item to be heard will be at the City Council workshop on March 1,
2023.

I never seen a deadline? I have several places it can go on local farms.
I am also wondering what this bill is that they are expecting me to pay? I paid 1200 and thought this
would cover it all. I was never told this would drag out 4 city meetings. Clearly not proper use of
valuable time.
It is no fault of mine that the city has made several changes in staff and made several changes to what
they are asking for with regards to the IUP.
First they had an issue with the amount of animals that we asked for even though they don’t have any
basis.
Even though we have tried to comfort them by lowering the numbers and providing way more
information then it states to obtain a IUP . They now have moved to attack our manure management
plan. I asked vigorously what they expect, from staff at city hall asked former city planner. With no real
explanation. I provided email where I even reached out side of the city and asked University of MN and
PCA.
You and I both know this is absolutely ridiculous and unethical
No offense to you TJ you have been great to work with but this council is rude and I antagonistic
Wally our neighbor told us to tell the mayor that the manure can go on his lands and what they are
doing is “hog wash “

In order for the IUP to get approved at a future meeting, you will need to meet the
requirements that were established by the Council on 1/17/23. To meet these
requirements we will require a more detailed manure management plan that includes:
1. Provide written statement from any entities that intend to remove manure from
site.
2. Provide calculations as to manure generated and show capacity to store the
amount produced between times when manure is transported off site.
3. Detail how often and how manure will be gathered on site.
4. Detail how manure will be handled during months where actively spreading
on fields will be prohibitive (winter months).
In relation to this, the more parties that you can letters from that are committing to
help you by removing manure from the site the better. From comments made at the
Council meeting, it sounds like there are probably multiple farmers in the area that
would be interested. Having more that are willing to take the manure will only help
meet the concerns of the Council.
There will also be some updates to the conditions of approval and I will send those to
you prior to the meeting where your application is heard again.
