09.d PW - Staff Report Staff Report Date of Meeting: 2/21/2023 For: Honorable Mayor and Council From: Charles Fischer – Director of Public Works Subject: PW - Staff Report Roads/ROW Snow events in the last month dramatically reduced from the previous month. Smaller less frequent events allowed Public Works staff to work on other projects. The snowflake decorations have been removed and the American Flags will be re-installed in May prior to Memorial Day. Parks Public Works assisted with the cleanup of the Community Center grounds following the Vinterfest event. Carpet from the tent and the runners are yet to be removed from the site after they thaw out and dry. The hockey and pleasure rink officially closed February 11th. Due to the extended period of warm weather between February 11th through February 15th. The warm weather with full sun melted the north end of the hockey rink down to the concrete creating unsafe skating conditions. Sewer The inoperable valve previously reported in the A/E system has been replaced and accurate flow rates to the drain field are now able to be recorded. So far, even with the warm weather and rain, we have not experienced any major flooding into the septic tanks. With the slow snow melt and reduced snow pack, conditions are looking favorable to not experience major issues. True Spring rains and snow melt are still yet to happen and we will be monitoring conditions closely. The County Septic Permits for the A/E and Uptown systems have been submitted to Washington County and will provide permitting for the systems through March of 2024. Equipment: Due to the break in snow events Public Works staff have been able to make minor repairs to plow equipment and to fully service all of the trucks. Factory springs on the pickup trucks have been upgraded to heavier duty springs able to handle the additional weight of the snow plows. This was an oversight at the time of the original truck purchases in 2018 and 2020. The new springs will extend the life of the front suspension components reducing potential down time at critical times during snow events. Since adoption of the 2023 Budget, Public Works has been working with vendors to complete the equipment CIP purchases. This year the 2017 Kubota Mower and 2011 Mack Tandem Plow truck are scheduled for replacement. Recommended purchases are based on replacing existing equipment inventory, best durability, and longevity before potential major or minor repairs. Ordering the equipment soon is critical to delivery times before the end of the year. Depending on equipment availability by the time the order is placed may push delivery of the complete Tandem Truck with plow equipment to 2024. Street Lights: The street light repairs south of Olinda Trail have been rescheduled with the completion of cleaning out the windrows through the Village Center. Waiting for the windrows to be cleared will reduce labor time by the contractor to make repairs. Buildings Along with completing required equipment repairs, during the break in snow events, Public Works staff have been reorganizing the Public Works garage and inventory creating more usable space in the garage and storage areas. Public Works will be addressing surplus equipment at the next Council meeting for approval to auction parts and supplies no longer matching existing equipment, replaced equipment, or no longer usable based on application standards. Further information will accompany a list presented to Council for surplus sale approval.
