Below is a chart of the last 19 years of incident totals and the percentage change from the previous year. National Fire Incident Reporting System Data 2022 = 328 = +13.1% 2017 = 216 = +8% 2012 = 215 = +8.6% 2007 = 186 = +03% 2021 = 290 = +15.1% 2016 = 200 = -7.8% 2011 = 198 = -12% 2006 = 185 = -11.5% 2020 = 252 = +11.5% 2015 = 217 = +16% 2010 = 225 =+15.4% 2005 = 209 = +25.9% 2019 = 226 = -0.4% 2014 = 187 = -9.7% 2009 = 195 = +3.7% 2004 = 166 = 0 2018 = 227 = +5.1% 2013 = 207 = -3.7% 2008 = 188 = +1.1% Average of+4.4% As 1 have mentioned at previous council meetings,we have seen a dramatic increase in call volume in the last 3 years. Prior to this we averaged 202 calls per year since 2004.You have asked if there is any cause for this, I have not been able to find a direct link to any one item.We looked to see if it was due to COVID illness,but have actually seen our medical calls become a smaller portion of our total.As mentioned,the only justification that 1 can come up with is that there are more people staying home or in the area than normal due to the changes in the way business is done (remote working). So,this increase may be related to COVID,but 1 think this may be a permanent change. COVID-19 has decreased in severity in 2022,but we now have other illnesses to deal with also, like RSV.We are still working under a more restrictive operating procedure than we were pre pandemic.We are still wearing masks during patient contact, limiting personnel in contact with patient and disinfecting gear after each use. This procedure protects our crews and staffing levels for the community. 1 have attached a few documents with the breakdown of our 2022 calls for your review. • The Call by Type sheet shows a breakdown by type of call and the percentage each type was. Type is defined by the national records basic type categorizes. • The Alarm by District shows calls to other communities. The calls to other communities were for Contract coverage,Auto-Aid or Mutual Aid. The Other designation is for areas outside our direct neighboring communities. • The Calls by time of day is a report showing what times calls are received.As you can see there is no time that is drastically different than others.You can also see that most calls are between gam and 11pm. • The Calls by day of week is another report we use to try to see trends. Here again we see no day that is dramatically higher than the others. • The Alarm by Month shows a breakdown by month to help see trends in the future. You can see that summer is busy,but there are high call months through-out the year. This year we had 1 major house fire and 2 large barn fires in our primary service area.We also responded to 4 fires in Forest Lake, 2 fires in Hugo and 1 fire in Mahtomedi. We did have 4 new members start during 2022 Zachary Caldwell, Brent Gross &Steven Stefano all started June 1St and Mark Michalski started November 1St. 1 am happy to report that all 4 have completed and passed their Firefighter 1 &2 certification. The plan will be to enroll them in EMT class the fall of 2023 with any new recruits that are approved for a June 1St start date in 2023.Also,Jeff Firkus &Matthew O'Brien have completed their probation and training requirement to be full active members of the department. We are still operating at an under staffed level again this year.We currently have 26 active members with a goal of 30 members. The department will have to continue recruiting 5 probationary firefighters every year for the foreseeable future.We have proven that the department is strong and able to work well as a team to achieve our goals, even at reduced staff levels. The reduced staffing level does put extra burden on our team that is noticeable at times especially with the increase in call volume. 1 have attached a "years of service" worksheet to show where our department stands. Members with less than 2 years have limited abilities on scene. Members with less than 5 years can do more,but are still limited due to the lack of experience. Members with 5-20 years have the experience needed on the department and are the members we look at for promotion to officer/leadership rolls. Lastly there are the members with 20 years or more,these members are our leaders and hold a lot of knowledge,but they are also able to retire at any time. Our 2022 budget will end the year at very near the budget amount. December numbers from Colleen show the fire department under budget by$40,192.With that said 1 do anticipate ending near zero after final adjustments are made. I did have to make some adjustments to our purchasing due to the high increase in call volume to stay within our budget as much as possible. -Here is a list of some of the projects that were completed this year. • Personnel files reviewed and updated. Files for our current members were reviewed and updated. • Created new SOG's &reviewed existing SOG's • Attended county meetings including Fire improvement,Washington County Chiefs & Capital City regional meetings. • We changed our medical direction and EMT refresher training from Regions EMS to MHealth Fairview at the end of 2021. This change has saved the city over $3,000. So far,the change has been good and working.We also like the fact that MHealth is very open with information and have scheduled a monthly meeting with me to review call information and make sure there are no issues. • We have started the generator installation process, The concrete pad,transfer switch and wiring are done.We expect the generator to arrive late march.At that time,they will install the generator and natural gas supply. Once generator arrives,we hope to have the installation done within 30 days. • Had a very successful Fire Prevention and Safe Halloween. In 2022 both events had very nice weather that increased the attendance at these events. • Updated some of our fire department rescue diver gear with funds from the lion's and relief association. • We started the process to create a spec for a new boat&utility truck.We used residents with special knowledge to help create them. • Worked with city staff to create budget for 2023 • Worked with MHealth and Deputies to discuss an increase in calls to small group homes in our area In closing 1 want to say that if it was not for the incredible team,we have within the fire department and the support of the city staff and council,we would not have the well-respected fire department that we currently have. 1 have also scheduled M Health District Chief Kevin Kane to attend your February 21s' council meeting to give you an update on their service for the last year. MHealth provides ambulance service for a majority of our city. If you see a firefighter thank them for the great job they are doing.
