'a # Staff Report Date of Meeting: April 16, 2013 To: City Council From: Kristina Handt, Administrator Re: Speed Studies Agenda Item #: S.n) Background: During the Council review of the Tiller CUP application it was noted that the City may want to ask MNDOT to complete speed studies at various places in the community. Specifically noted were: on TH 95 north and south of TH 97; on TH 97 near the Scandia Elementary School; and on TH 97 near the intersection with County Road 9] (Lofton Avenue). The Council was asked at the March work session to begin thinking about areas in the City that they felt may need to have a speed study completed. Any and all areas would then be forwarded onto MnDOT with a request for a speed study. At the April work session, Council reviewed recommendations from staff and recommended requesting speed studies from Mn/DOT in the Bliss area and along TH 95 and TH 97. Issue: Which roads should the City of Scandia seek a speed study on? Proposal Details: lncluded in your packet is Resolution 04-16-13-03, which lists the previously discussed area. Items 1-8 are in the Bliss area on the west side of Big Marine Lake. Fiscal Impact: NA-may save in the Bliss area if speeds are consistent with state statute, less signing would be required. Options: 1) Approve Resolution 04-16-13-03 2) Amend and then Approve Resolution 04-16-13-03 3) Do not request any speed studies at this time CITY OF SCANDIA RESOLUTION NO.: 04-16-13-03 RESOLUTION REQUESTING MN/DOT SPEED STUDIES IN BLISS DEVELOPMENT AND ALONG TH 95 AND TH 97 WHEREAS, per Minnesota Statute 169.14, the authority to determine reasonable and safe speeds on City streets resides with the Minnesota Commissioner of Transportation; and WHEREAS, it is in the best interest of all parties to have reasonable and safe speeds posted on all City streets; and WHEREAS, Mn/DOT previously suggested additional speed studies be completed in the Bliss development in 1992, which have not yet been completed; and WHEREAS, the City Council has heard from residents at public meetings concerned about the safety on TH 95 and TH 97; and WHEREAS, the Council reviewed additional suggestions from local law enforcement regarding TH 95 and TH 97 at their April 9, 2013 work session; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCANDIA, WASHINGTON COUNTY, MINNESOTA, that the City of Scandia requests Mn/DOT to conduct a speed study at the following locations: 1. 191 S` St. N-between Manning Trial N and Langley Ave. N 2. Lan�ly Ave N-between 185th St. N. and 19l S` St. N 3. 189t' St. N.-between Langly Ave N and Layton Ave N 4. Layton Ave N-between 187`h St. N. and 185`" St. N. 5.
