I've lived on water most of my adult life and enjoy all the activities
that go along with it. I like to be involved in issues that affect my
community and BML.
In what volunteer activities have you participated? What was your role?
2009-Present: Big Marine Lake Association Board Member
In my position, I survey the lake for AIS mostly EWM, identify it, mark
its locations with GPS waypoints, download that data to my pc, map
the waypoint data areas, email the data / maps to the MNDNR for
AIS treatment permitting and finally send the data / maps to
Licensed Applicator for treatment.
I produce and present the annual BMLA PowerPoints that we use to
educate the BMLA members, CMSCWD, WA. CT. Commissioners,
the City of Scandia, May Township, meeting guests and the Vets
Camp on BML.

In 2018, I organized 7 BMLA board members, CMSCWD
Administrator and board members, MNDNR and Fran Miron WA CT
Comm. to discuss the high-water levels on BML causing sever
shoreline damage with ice heaves and shoreline erosion. The goal
was to change the way the CMSCWD operates the weir dam
operational plan. After many meetings we agreed on a revised weir
plan that should lower the levels for the future on BML.

University of MN AIS Detectors and MNAISRC Member
I'm a certified Lake Detective for this area in MN. I've completed the
MN AIS Detector Core course and the Lake Detector 101 course. By
completing these courses, it qualifies me to identify and report AIS
species to the MNDNR and MNAISRC.
Minnesotans for Family Fishing and Health Lakes.
I lead the creation of a 60-page informational binder that we use to
educate the public, MN legislators, MNDNR members, WD members
across the state, City / Township board members, WA CT
Commissioners, WA CT Parks. The info sites the harm that Muskie
stocking by the MNDNR does to the fishery and why it’s not
appropriate action for all MN Lakes.
I testified at MN House and Senate committee hearings for bills to
stop the MNDNR Muskie stocking program. Our group was
successful in stopping the MNDNR Muskie stocking program for
BML and other lakes around the state.

Scandia Wastewater Bonding Bills HF3690 and SF3548.
In April 2022, along with help from Ken Cammilleri, my wife and I
drafted a letter to the members of the Capital Investment Committee.
We asked for their support of the $713,000 bond bills for Scandia
Wastewater.
(Acknowledgements were sent to Senator Karin Housley and Rep.
Bob Dettmer thanking them for sponsoring the bills.)
The letters were emailed to many residents in the Bliss Wastewater
area asking they forward them to the Capital Investment Committee
members, Senator Housley and Rep. Dettmer.

The City of Scandia is requesting critical state bonding assistance to
help fund a shovel-ready project on Big Marine Lake for the
expansion of an existing wastewater treatment facility and the
replacement of its primary lift station at the total project cost $1.43
million. This capital improvement is being driven by an unfunded
mandate issued by MPCA to satisfy new national environmental
regulations regarding nitrogen and phosphate wastewater effluent
standards.
The city is seeking only $713,000 in capital appropriations as part of
a 1:1 project match. The City has dedicated 100% of its American
Rescue Plan Act funds of approximately $440,000 and is prepared to
implement additional debt financing to close any financial gaps.
Although this project is currently on the Project Priority List (PPL),
the city is deeply concerned that available funding though existing
PFA programs may not be awarded in time to meet our project
deadline for project completion in 2023.
This utility has been blindsided by this unprecedented expenditure
and mandate. With only approximately $100,000 in available cash in
its operational fund, users are expected to face very steep rate
increases over the next decade and more if this assistance is not
made available. This issue is compounded by the fact that existing
utility rates of this small utility already exceed the rates of other area
wastewater utilities.
A grant of this size may seem inconsequential, but it will be
financially impactful for the 79 customers who are currently served
directly by this facility and another 31 customers whose rates will
also support the project’s costs but are served by another

independent system on Big Marine Lake.
The State of Minnesota has had an outsize role in the
implementation of this facility. Federal funding awarded by the State
of Minnesota paid for its construction. Poor water quality and regular
algae blooms, largely the result of failing septic systems, motivated
the Big Marine Lake community, New Scandia Township, and
Washington County to seek this assistance. Today, this system still
plays a substantial role in maintaining the water quality of Big Marine
Lake and the greater St. Croix River Watershed.
Big Marine Lake is a regional recreational destination that is of great
commercial benefit to Scandia, May Township and beyond.

A bill for an act
relating to capital investment; appropriating money for capital
improvements to
wastewater infrastructure in the city of Scandia; authorizing the sale
and issuance
of state bonds.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF
MINNESOTA:
Section 1. SCANDIA; WASTEWATER INFRASTRUCTURE.
Subdivision 1.
Appropriation.
$713,000 is appropriated from the bond proceeds fund
to the Public Facilities Authority for a grant to the city of Scandia for
capital improvements
to wastewater infrastructure. This appropriation includes money for
the purchase and
installation of nitrate pretreatment equipment as a part of an
expansion of the Bliss wastewater
treatment plant and rehabilitation and repair of the primary lift station.
Subd. 2.
Bond sale.
To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall
sell and issue bonds of
the state in an amount up to $713,000 in the manner, upon the
terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and
by the Minnesota
Constitution, article XI, sections 4 to 7.
EFFECTIVE DATE.
This section is effective the day following final enactment.
February 2022, I created and presented to the Scandia Council
PowerPoint for support of all the American Rescue Plan funds going
to the Scandia Bliss Wastewater treatment. I collected the quarterly
sewer cost of the 7 surrounding cities and villages by contacting
friends asking for a picture of their bill or called the cities directly. I
consolidated the date in a spreadsheet comparing the cities
quarterly/ annual costs, and the % difference to Scandia’s Sewer
cost.
This data highlighted just how much more per year the Scandia
Sewer is costing!The Scandia Council voted to approve all the ARP
