9.a) Staff Report-Warning Siren Acceptance and Locations �J � t y �� -�� l�� , �J •�. ��. � SCANDIA Staff Report Date of Meeting: April 16, 2013 To: City Council From: Kristina Handt, Administrator Re: Warning Siren Acceptance and Locations Agenda Item#: 9.a) Background: At the March work session the Council indicated they were willing to accept donated warning sirens from the City of Forest Lake. The City of Forest Lake will be decommissioning two 1988 Federal Thunderbeam outdoor warning sirens. These sirens are AC sirens and have been fully maintained throughout the years. They function very well and should continue functioning for many years to come. Forest Lake is upgrading to "report back" software when their new sirens are installed and these would not be compatible with that programming. The sirens require phase three power to operate. There are very limited locations in the City of Scandia that have phase three power currently. At the April work session the Council discussed staff's recommendation to place one siren at Big Marine Lake Store, move the siren at the fire hall to Lofton Court and place the second donated siren at the fire hall. At the work session Bone Lake residents Susan Rivard and Margie Schmidt spoke against placing a siren on Lofton Court. Issue: Should Scandia accept two warning sirens from Forest Lake? Where should the two warning sirens be located? Proposal Details: Following the April work session, staff took another look at locations in the Bone Lake area that offered the needed utilities for a siren, optimized siren coverage in the most populated portions of the City, and provided more distance from houses than the Lofton Court location. Included in your packet is a resolution to accept the sirens and designating the new locations at the Big Marine Lake Store and at the northwest corner of 232"d St and Lofton Ave in the city right of way. The 232°a St location would be more than 200 feet away from any house and Xcel has confirmed the location will be suitable for power needs. As previously discussed,the siren located in the Bone Lake area would be moved from the fire hall and the donated siren would go to the fire hall because of the availability of phase three power. By placing sirens at the Big Marine Lake Store, on 232°d St and at the fire hall, the City has begun the process of triangulating coverage and prioritizing the most populated recreational areas. The Council should consider if other locations will offer these same benefits. If the Council does not feel Bone Lake is a priority area and should not have warning siren coverage, staff would recommend placing the second siren from Forest Lake near the Hay Lake shelter on Olinda Trail. Connexus has phase three power in the area but there would be a cost of approximately $2,000-2,500 to place a transformer in the area. The sirens will be coming out of Forest Lake in the next 3-4 weeks. It is least costly to have Ready Watt Electric place the sirens in Scandia at the same time they are removing them from Forest Lake. In addition to the cost increase, staff would have some concerns about space issues associated with storing the sirens for a time before installing them. The sirens are coming on 50 foot poles. Fiscal Impact: The quote from Ready Watt Electric is included in your packet. Quote is $10,500. There will be some legal and surveying fees and the recording cost related to the easement at the Big Marine Lake Store. The budget does include $7,500 that would have been used this year for the grant match but could be redirected to cover some of the costs associated with getting the sirens from Forest Lake and installing them in Scandia. This was the only planned expenditure from the Capital Improvement Fund for 20l 3. The Capital Improvement Fund has a balance of around $178,000 as of 12/31/12. As you can see, it would be possible to take the extra$3,000 from the Capital Improvement Fund needed to complete the siren project this year and still have funds to apply towards next year's projects. Additional funding would be needed in 2015 in order to complete the Ozark Ave extension project, if the ClP is not changed. Options: 1) Approve Resolution 04-16-13-OS 2) Amend and then Approve Resolution 04-16-13-OS 3) Vote not to accept the sirens from Forest Lake Recommendation: Option 1. CITY OF SCANDIA RESOLUTION NO. 04-16-13-OS ACCEPTING DONATION OF TWO 1988 FEDERAL THUNDERBEAM OUTDOOR WARNING SIRENS FROM THE CITY OF FOREST LAKE AND DESIGNATING SIREN LOCATIONS WHEREAS, The City of Scandia is generally authorized to accept donations of real and personal property pursuant to Minnesota Statutes Section 465.03 for the benefit of its citizens; and WHEREAS, The City of Scandia currently only has one outdoor warning siren located at the Fire Hall and the need for additional sirens throughout the community has been identified; and WHEREAS,The City of Forest Lake has offered two 1988 Federal Thunderbeam Outdoor Warning Sirens to the City of Scandia; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCANDIA, WASHINGTON COUNTY, MINNESOTA: does accept the donation of two 1988 Federal Thunderbeam Outdoor Warning Sirens from the City of Forest Lake; and FURTHER, BE IT RESOLVED, that the City Council approves placement of a warning siren behind the Big Marine Lake Store and in the city right-of-way along 232°d St at the northwest intersection with Lofton Ave; and FURTHER, BE IT RESOLVED, that the City Council extends its thanks to the City of Forest Lake on behalf of all of the citizens of Scandia, for their generous donation of two warning sirens to our community.
