Re: Expansion Joint Replacement
Background:
In the fall of 2021 the roof was replaced on the fire/pw building. During this process the roofing crew noticed
water damage on the roof due to the expansion joints leaking. The crew repaired the portion that was under the
roofing material, but said we should have someone look at the rest of the building. In May of 2022 I contacted
Ryan to see if someone at his firm could look at the building. They gave me the contact information for a
company that did this kind of work. I contacted them and they came out to look and said that yes it needs to be
replaced and that an average life is 10-15 years (building is now 23 years old). They also said that we should do
it as soon as possible, since water leaking in to the joints could cause the panel to expand and crack during the
winter and this could cost over $100,000 to repair per panel. I contacted 3 vendors that do this work. The
estimates are attached for your review.
- Structural Restoration Inc = $62,940 + $3,850 = $66,790 plus time & material for repairs found on
brick face of building during detailed inspection with lift onsite.
- Right Way = $16,249 This would include panel joints, brick joints, window bead, louver bead, door
frame bead, overhead door bead & bay apron joint. All Alternates
- Carciofini = $14,800 This would include panel joints, brick joints, window bead, louver bead, door
frame bead & overhead door bead.
Issue:
Should the city council approve expansion joint replacement on the Fire/PW building?
Proposal Details:
- Hire Right-Way Caulking Inc to replace all panel joints, brick joints, window bead, louver bead, door
frame bead, overhead door bead & bay apron joints on the building. This is the best price for the most
work covered. Project to include all alternates.
Fiscal Impact:
This project was put in the CIP plan last year with an estimate of $65,000. With the above estimates we will be
well below CIP estimate.
Options:
(1) Approve joint replacement project with Right-Way Caulking Inc.

the control joint replacements at your facility.

SCOPE OF WORK
PRECAST PANEL CONTROL JOINT REPLACEMENT (NORTH, EAST, AND WEST ELEVATIONS
ONLY) TOTAL OF FORTY-SEVEN (47) CONTROL JOINTS
1. Use a rented 45’ scissor lift to access the sidewalls of the facility.
2. Remove the control joint material and existing backer rod. (If any)
3. Clean the sides of each control joint to verify proper adhesion of new material.
4. Install proper size diameter back rod into the control joints.
5. Seal all 47 control joints using Masterseal NP-1 or 150VLM per manufacturer's directions. (Color will be
chosen by Mike Hinz)
6. Replace deteriorated joint sealant around windows as needed. No glazing or weather seal replacement is
included in this proposal. Any major window issues will be reported to Mike Hinz.
7. Remove debris from work area and place in provided dumpsters.

• DEBRIS REMOVAL
All debris will be removed from the work area and deposited into dumpsters. The premises will be left broom clean and
in a neat and orderly condition. Owner will provide dumpsters if needed.
Our prices for the work as described above are:
CONTROL JOINT REPLACEMENT ON THREE ELEVATIONS $62,940.00
MOBILIZATION PER WRITTEN P.O.: $ 3,850.00
NOTES:
1. There are NO thru wall repairs included is this proposal.
2. Any thru wall repairs will be completed on a time and material basis.
3. Any work on the South Elevation will be completed on a time and material basis. All work will be
coordinated with Scandia Fire and Rescue Management and an SRI Foreman.
4. Time sheets will be provided, completed, and signed by both an SRI Foreman and Scandia Fire and
Rescue Management.
These prices include insurance, labor, materials, equipment, and supervision needed to complete the work applying
standard trade practices for this type of work. Standard COVID-19 procedures/protocols are included in this proposal.
(Example: Standard PPE on site, temperature checks prior to starting work each day, and notifying SRI management of
any symptoms prior to working/removal of employee from jobsite if needed.) Any additional COVID-19
procedures/protocols will result in additional time/material rates/cost.
There is NO engineering included in this proposal.
The owner will furnish water, dumpsters, and electricity as needed.
