Re: Fire & Rescue Relief Association Temporary Liquor License
Background:
The Fire and Rescue Relief Association will be holding their annual appreciation dinner on
Saturday, June 3, 2023. The event will be held at the Lakamaga Girl Scout Camp.
Issue:
Should the Council approve a temporary liquor license for the sale of liquor at the Fire and
Rescue Relief Association’s annual appreciation dinner on June 3, 2023?
Proposal Details:
The Relief Association has submitted the required permit application. Liquor liability insurance
coverage will need to be obtained by the Fire Relief Association. Legal counsel from the MN
League of Cities has advised that relief associations purchase the required liquor liability
coverage separately for their events serving alcohol, and not as an addition to the City’s liability
policy.
The event appears to meet the provisions of the City’s alcohol ordinance, Chapter § 110.17
KINDS OF LIQUOR LICENSES:
(H) Temporary on-sale intoxicating liquor licenses, with the approval of the Commissioner of
Public Safety, which may be issued only in connection with a social event sponsored by a club,
charitable, religious, or other nonprofit corporation that has existed for at least three years. No
license shall be for longer than four consecutive days, and the city shall issue no more than 12
days’ worth of temporary licenses to any one organization in one calendar year.
Fiscal Impact:
The City waives the $50 fee for this license.
Options:
1) Approve the Temporary On-Sale Liquor License for the Scandia Fire and Rescue Relief
Association for June 3, 2023 at the Lakamaga Girl Scout Camp, pending proof of liquor
liability insurance coverage.
2) Do not approve the request for a license.
3) Make no decision at this meeting.
Recommendation:
Option 1.
