Background: The Federal Highway Administration requires every city to adopt a
replacement policy for signs that do not meet reflectivity standards. The
City does not have a policy governing the replacement of public street
signs at this time.
Proposal: Staff is proposing the attached Public Street Sign Policy to be adopted. If
adopted, staff will begin replacing public street signs in the seal coat area
of the City depending on available funds.
Fiscal Impact: The 2013 budget has $5,000 for the replacement of public street signs.
Options: 1) Adopt the Public Street Sign Policy.
2) Do not adopt the Public Street Sign Policy.
Recommendation: Option 1

The City in adopting a uniform policy governing the installation of public street
signs serves to protect the City's investment in its roads, to maintain safe
roadways for pedestrian and vehicular traffic, and to standardize the City's
inventory.
The City shall replace all public street signs within the City's right of way to
conform to the Manual on Uniform Traffic Control Devices standards including
reflectivity. The City shall use the sheeting warranty to determine when to
replace a sign after the initial replacement. The Public Works Staff shall follow
these guidelines when installing public street signs:
Signs
• Street identification signs shall be 9" flat aluminum with 1 %" radius
corners. The signs shall have 6" letters for street names and 3" letters for
street suffixes and block numbers. A 6" City logo shall appear on the left
side of the sign and a 6" arrow on the right side if applicable. The font shall
be Clearview one (1) VC35 with 3/8" margins. Public street signs shall have
a green background with white lettering and private street signs shall have
a blue background with white lettering. The sign shall include a %" E Series
border. The street identification signs shall be secured together using a
cherry mate and PVC spacer.
• All street identification signs shall be .080 aluminum, have single face
Diamond Grade (DG3) sheeting, and be Telspar pre-punched.
• All signs shall be attached with drive rivets and nylon washers
• All anchors or anchors and stabilizers shall be flush with each other, erected
straight and 2" above the ground. Posts shall be placed 6" inside anchor
and connected with a corner bolt and nut.
• Regular signs will have an anchor and 10 foot post
� Stop signs will have an anchor, stabilizer and 10 foot post
• Street identification signs will have an anchor, stabilizer, 12 foot post, and
rain cap
• Stop and street identification signs will have an anchor, stabilizer, 12 foot
post, and rain cap. The stop sign shall be mounted 3" under the street
identification sign.
• All other signage shall meet the minimum requirements, including
reflectivity, contained in the Manual on Uniform Traffic Control Devices
Hardware
• Anchors: 12 gauge Telspar anchor (2 %" X 2 %" X 4')
• Omni Stabilizer: 2 %" X 2 %Z" X 18"
• Posts: 14 gauge quick punch (2" X 2" X length)
• Corner Bolt: 5/16"
• Nut: 5/16" nylon lock nut
• Drive Rivet: 3/8" steel rivet
• Nylon Washer: 3/8"
• Rain Cap: 2"
• Spacer: %" X 1 %" PVC spacer
• Cherry Mate: 2" #34 rivet
