9.l) Staff Report-Joint Dust Control Applications and Graveling of 180th Street with May Township �� � � �� �� ����. : � SCANDIA Staff Report Date of Meeting: May 21, 2013 To: City Council From: Kristina Handt, City Administrator Re: Joint Dust Control Applications and Graveling of 180th St. with May Township Agenda Item #: 9.1) Background: In 201 l, May Town Board Chair Bill Voedisch first approached the City of Scandia about sharing in the cost of dust control applications along 180t" St. (7/8th of a mile from Keystone east to almost the Vet's rest camp). At that time, the City Council approved in sharing in half of the cost of one application because our Dust Control Policy is to apply one application per year. Last year the cost of one-half of one application was $725.76. Recently, the town engineer contacted us to inquire about sharing in the cost of two dust control applications and half of the cost of graveling the road. Issue: Should the City of Scandia pay for one half of the cost of two dust control applications along 180t" St per year? Should the City of Scandia pay for half the cost to apply gravel to 180t" St? Proposal Details: As described above, the Town of May is asking if Scandia would pay half the cost of two dust control applications per year. Maintenance Superintendent Kieffer recommends two applications of dust control to City roads as well. While the City's Dust Control Policy states the City would pay for one application per year on the City's remaining gravel roads, there is nothing in the policy prohibiting the City from paying for two applications. However, the Council should consider if it will pay for two applications on this road but only one other gravel roads. Additionally, the Town of May is asking if Scandia will pay for half of the cost to apply gravel to 180�' St. May Township would continue to do all snow plowing and grading of 180th St. Fiscal Impact: As of this writing, we were not given an estimate for the graveling. The City's entire budget for gravel this year is $25,650. The gravel bid discussed in a previous agenda item will use up nearly the entire budget. Options: 1) Make no change to the existing agreement and continue to pay for one-half of one dust control application. 2) Agree to pay for one-half of two dust control applications per year. 3) Agree to pay for one-half of two dust control applications per year and one-half of the graveling costs. 4) Agree to pay for one-half of the graveling costs. Recommendation: Option 1. As mentioned previously, if funds are available for a second application on all City gravel roads, staff will make a request of the Council. The Council may re-consider the request from May Township at that time as well.
