Background: The tennis courts at the Community Center are used by residents almost
on a daily basis and for summer recreation programs. The tennis courts
should be maintained for safety and liability purposes. The courts are
aging and have cracks. There are some low spots where water collects
causing the surface to scale. The Park and Recreation Committee
requested that City staff obtain quotes to resurface or reconstruct the
tennis courts. Depending on the sub-base,just resurfacing the tennis
courts may be a short term solution and the cracks will reappear within a
few years. The Park and Recreation Committee discussed several options
at their June meeting and decided to have the tennis courts resurfaced.
The Park and Recreation Committee also decided to include the
reconstruction of the courts in 2018 as part of the Capital Improvement
Program.
Issue: Should the tennis courts be resurfaced, reconstructed, or left alone?
Proposal: The Park and Recreation Committee is recommending the Council award
the tennis courts resurfacing to Surface Pro.
Fiscal Impact: The 2013 budget has $9,912 to resurface the tennis courts. The low base
bid from Dermco-LaVine Construction is $8,700 but an additional charge
of$40 per man-hour for excessive peeling will be added. The low bid
could potential be $11,100. The second lowest bid from Surface Pro is
$9,912. The cost to reconstruct the tennis courts range from $50,000 to
$60,000.
Options: 1) Award the tennis courts resurfacing to Dermco-LaVine Construction
for $8,700 plus $40 per man-hour.
2) Award the tennis courts resurfacing to Surface Pro for the amount of
$9,912.
3) Reconstruct the tennis courts when funds become available.
4) Do nothing.
Recommendation: Option 2 with the intent to reconstruct the tennis courts in 5 years.

: Clean and wash surface as needed.
:- Fill all cracks.
➢ Patch all low areas.
➢ Apply a 4-coat color system. (2 coats of black acrylic/asphalt blend with filler: 2 coats of acrylic
color with filler.) Finish Color - Dark Green
� Re-stripe with 2" white lines according to U.S.T.A. specs.
➢ Clean up site.

We propose to preform the following:
• Resurface two 120x60 acrylic tennis court including the following:
• Power clean and scrape entire surface
• Treat court for mold using a environmentally friendly solution spray.
• Repair approximately 956 feet of structural cracks(note: cracks will reflect)
• Patch and repair low areas known as bird baths
• Apply(2)coat of acrylic court resurfacer.
• Apply two coats of acrylic tennis court paint with sand.
• Paint 2"white U.S.T.A lines.
Total for south court project $9,912.00 I
Payment information
Payment of 50% at Start projeCt (To be received by Surface Pro LLC befare starting project)
Final payment of 50 % upon completion.
Warranty and Notes:
1. Crack-filling does not imply crack elimination. Hairline cracks will reappear.This is normal,it is called
reflection.
2. Surface Pro LLC is Not responsible for existing grades and drainage or compacting existing base.
3. Cracks if not patched will continue to expand over a period of time and conventional repair methods may
become unavailable.
4. Surface Pro LLC is not responsible for cracks returning after repair.
5.A monthly finance charge of 2%will be added to any payments past due.
*This estimate is based solely on the contractor's observations at the time of entering into this contract. If
additional concealed conditions are discovered once the work has commenced, which were not visible at the
time of entering into this contract,Contractor will identify the unforeseen conditions and notify the Customer
of any additional costs, if any.
*Customer agrees to pay far all unexpected or unanticipated extra costs, including but not limited to,soil
corrections,protection of the project from weather conditions and all other similar costs. Customer will be
responsible for all additional costs and time for work due to concealed conditions. Such conditions may also
extend the time for completion of the work under this contract.
*Estimate does not include any allowance for hazardous waste removal. All hazardous waste removal will be
treated as an unforeseen condition.
*The construction site will be a dangerous area. Customer waives all claims against builder for injuries or
damages that customer or any member of customers family,friends,or guests may suffer while on or around
the property during construction due to these and other hazards.
*All unforeseen conditions will be treated on a time and materials basis at the rate of $60.00/hour plus
materials.
- We will remove all waste generated from our work.
- Contractor is not responsible for pets not properly restrained leaving the property.
-Direct contact with your job supervisor will be available to you at all times should you
have any questions or concerns.
All material is guaranteed to be as specified, and the above work to be performed in a
substantial workmanlike manner with payments made as follows.
All proposed work will be according to code.
Pre-Lien Notice
a. Any person or company supplying labar or materials for this improvement to your property
may file a lien against your property if that person or company is not paid for the
contributions.
b. Under Minnesota law,you have the right to pay persons who supplied labor or materials for
this improvement directly and deduct this amount from our contract price,or withhold the
amounts due them from us until 120 days after completion of the improvement unless we give you
a lien waiver signed by persons who supplied any labor or material for the improvement and who gave you
timely notice.
