PRC Chair report – for June 2023
CIP Meeting
The capital improvement committee met on May 24. This was the first meeting of the group. The
various city budgets were reviewed. Administrator Morell was designated chair of the group, who
subsequently led the group through proposed priority projects for 2023 and 2024.
High priority parks projects include required signage at Liten park, the conversion of the tennis courts
for multi-use, and new boards at the hockey rink.
We will meet again on June 22. I am preparing the MSA projects prior, to that meeting, for Treasurer
Firkus to add into the planning process.
MSA Update
MSA has submitted another and hopefully final version of the plan, this most recent version with the re-
st
sorted recommendations requested at the May 1 PRC, as well as confirmation of boundaries at Big
Marine Park Reserve. After a conversation with Administrator Morell at the May 24 Capital
Improvement meeting, I recommended that the MSA plan be released to the council for review at the
appropriate time. This action was per the motion made at the May 1st PRC meeting regarding council
review of the plan after Met council requirements were met. We remain on schedule to present it to
th
the July 5 council work session, and subsequent presentation to the planning commission on July 11.
SHA
The SHA received state funding for their project. Related parks projects include trails access to the
current south ball field, and an additional Olinda Trail safe crossing at Gammelgarden. THE MSA plan
and discussion with SHA provide optimism that the city can get some grant assistance for these projects.
Barton Johnson Tennis Courts
The private parties that currently maintain the tennis court at Barton Johnson / Gammelgarden
approached Mayor Maefsky regarding the condition of that facility. The court surface needs repair, as
well as fencing around and general access to the court. Costs to repair are high, and no longer
th
sustainable by the private parties. They will attend the July 6 PRC meeting, to further discuss whether
that facility should be a facility that is managed by Scandia parks.
