Subject: Community Center Rental Waiver Request
Background:
The City received requests from two individuals who would like to use the Community Room for free
or at a reduced rate. Each request is detailed below.
Nicole Hendrickson is an intensive care nurse and paramedic who provide foot care to clients in other
communities and would like to bring her services to Scandia. She has a clinic in White Bear Lake and
many clients from the Scandia Marine area. She wants to use the Community Center once a month,
starting in June. She rents space in other communities and pays an average of $3 in rent per client.
Nicole does charge her clients for the service she provides.
Andy Lininger is a licensed acupuncturist. He wants to use the Community Center for one hour a
week for one month but will continue if demand calls for it. Andy will provide free acupuncture
services to anyone who would like them.
Issue:
Should the City Council waive or reduce the Community Center rental for those requesting it based
on the community service they are providing?
Fiscal Impact:
Daily rental for the Hall ranges from $200 to $475 per day, depending on whether the renter is a
resident or not.
Recommendation:
Approve Nicole's request at $5 rent per client and approve Andy's request at no cost for the first
month and $5 per client thereafter.

Hello, here is my summary and small bio below.
I have a busy clinic in white bear lake that has several people from the Marine area coming to the clinic. Those clients
have expressed interest in coming to scandia. I see people of all ages. The Median age for scandia residents is 46, 1 see
several people because they begin to get stiff and can reach their toes, this begins to happy late fifties. The clinics have
been discouraged to care for toe nails due to Medicare changing their policy in 2020. This has caused most clients
seeking toenail care outside of the clinic. The closest clinic I am aware of is in Forrest lake and is full.
I plan to be in scandia once a month? I will schedule my clients, I need access to water, and a chair that has arms so my
clients can get in and out of it. At several of my other clinics I pay no fee or a fee per client. $3 per client is average. This
fee usually affects the price to the clients. The range for Footcare is $45-65. 1 am happy to come and do a
complementary Footcare day for the staff so everyone knows what to tell people who ask about the service.
I could start the clinic in June.

Nicole Hendrickson- As an intensive care nurse and
paramedic for the last 18 years, Nicole has many practical
knowledge tips and tricks that many students can relate to.
Nicole also has a background in Athletic training which
makes her experience in management of injuries to the
body valuable when learning how to decrease stress on the
body. She has turned her love for the body into a career in
caring for clients feet. Starting with a ground up approach,
learning to care for your feet, trimming and cleaning nails,
giving professional exams of the skin, and gentle massage at
the end of each foot care session. As a yoga teacher, Nicole
believes that relaxing and calming the mind will in turn
release painful over -tightened muscles. She is training to
become a somatic therapist as well to help teach people
how to heal their chronically tight muscles. Nicole's promise
is to listen to what the needs of each client are and guide
each session with care.
During your foot care session you will experience

2. Foot soak with ultrasonic foot bath
3. Trimming of toenails, sanding of callus, removal of corns
4. Gentle massage
5. Recommendations on how to care for feet in the future

It was great to speak with you today. As we talked about, I don't have the power to reduce or waive
rates on my own. I have to bring the request to Council. Please provide a summary of the services you
provide and state a desire to bring those services to Scandia to benefit the community. Please include

Scandia free treatment hour.
Cost of room rental untenable for a free community service.
Asking for no cost access to a room to invite community members to participate in pain reduction at
home experience.
Protocol; I use principles employed during my clinical practice at Woodwinds Hospital. Points exist
between the elbows and fingers and between the knees and toes that can stop pain anywhere in the
body. Although in practice I employed proper needling techniques to make this happen I also found that
if I sent patients home with a dilute essential oil (EO) to apply during the week interval between
treatments they would return substantially improved. After retiring from practice I have determined that
as a stand alone treatment the EO application has great benefit. The benefits are no cost to repeat pain
relief treatment several times a day, no drug side effects, no smell or residue on the skin, instant effect
reducing pain, cumulative effect of repeat daily treatments throughout the week often resulting in
persistent elimination of symptom.
Application; The interested person will point to location of pain with one finger. The corresponding pain
reducing point will be located for them and treated with EO. Pain reduction will be evaluated by them.
The point will be marked so they can easily find it later to repeat treatment to further reduce pain. After
a week a text will be sent to solicit response of how well they did.
Recruitment; There is a Scandia community face book page that I intend to use to solicit participants. I
plan to make this available in person for at least four weeks and it could continue for the community in
person or by text after that. The opportunity to make testimonials will be invited. In the long term I
intend to provide this service via the internet and this is a step toward that.
