Re: Disposal of Surplus Properly

Bacicground:
The City's purchasing policy also covers the disposition of surplus property. Pursuant to that policy,the
disposition of any item valued at$100 or more must be preapproved by the City Council. Furthermore,
the City Council must approve of the method of disposition.
Issue:
Should the City Council approve of the disposition of the pressure tank,rotary mower, metal folding
chairs and washing machine? If so, by what method?
Proposal Details:
The items valued at over$100 that staff are proposing to sell on Craigslist are:
1) An Amtrol WelI-X-Trol commercial pressure tank. This item is no longer needed since the
bathroom was removed from the cold storage building. A similar item is listed for$450 on
craigslist.
2) Rotary mower. It is no longer in use and should have been sold when the replacement was
purchased. Similar items on craigslist are listed for$1,000 or more.
3) Maytag Washing Machine. Was formerly used at the fire hall for turnout gear. Similar items are
listed for$150-300 on craigslist.
4) Approximately 150 metal folding chairs. These are old metal folding chairs that are stored in the
cold storage and are available for residents to use. The City has no use for them. It has been a
year or more since they were last used by a resident. There are people on craigslist looking for
metal folding chairs and willing to pay up to $4 per chair if the chair is in good condition. Others
are willing to pay$1 per chair regardless of condition.
5) 4"3-wire submersible pump from the cold storage building. Staff estimates its worth to be about
$300.
6) Old pick up box. Staff estimates its worth to be about$300.
Fiscal Impact:
Given that none of the departments budgeted for revenue from the sale of surplus property,any income
will have a positive impact on the budget. Proceeds from the sale of the pressure tank, well pump and old
pick up box would be applied to the public works budget, proceeds from the rotary mower into the
equipment replacement fund, proceeds from the washing machine to the fire department budget and
proceeds from the chair sale to the community center budget.
Since none of the departments are expected to exceed their budgets this year,most of these funds may
eventually become part of the unrestricted fund balance. Alternatively,the funds could be used for
unbudgeted expenses for this year.
Options:
1) Approve the disposal of all of the items listed above through craigslist
2) Approve of disposal of some but not all of the items listed above through craigslist
3) Approve of disposal of some or all of the items listed above by another method
4) Do not approve of the disposal of the above listed property
Recommendation:
