Background: The bid proposals for bituminous patching were sent out earlier than
previous years to obtain the best prices. The City Engineer and staff
calculated the quantities for patching from last year's amounts. Due to the
late spring, a proper assessment of the roads could not be performed.
After awarding the patching bid at the May Council meeting, staff has
identified more patches that should be repaired. One of the repairs is on
Maxwill Av in this year's seal coat area. The other patches are on Old
Marine Tr. and Orwell Av. The contractor that was awarded the bid has
agreed to keep the base rates the same. The contractor will be using a
large mill so staff can adjust the depth of the bituminous removal to save
money. The millings may also be used as class 5 to further save on cost.
Proposal: Staff is proposing to mill the surface of Maxwill Av in order to get a flat
surface and then pave 1 '/z" over the existing road. The additional patches
will be full depth with some soil correction.
Fiscal Impact: The 2013 budget has $300,000 for contractual road maintenance. The
additional patching is $32,046. The seal coat, striping, and the approved
patching were under budget and that money could go towards these
repairs.
Options: 1) Award the additional bituminous patching to TA Schifsky & Son for
$32,046.
2) Award only the Maxwill Av repair to TA Schifsky & Son for $20,479.
3) Obtain new quotes from contractors.
4) Do not award additional bituminous patching.
Recommendation: Option 1
