Background:
In February, Phil Gravel, Stantec completed a report on Quinell Ave and what was needed to improve the
roadway. A copy of that report is included in your packet.
The Council reviewed and discussed the roadway on their May 21 Road Tour.
Issue:
Should Quinell Ave be added to the 2014-2018 CIP? If so, when and how much?
Proposal Details:
The report from Stantec details the components of the project. Completing the updates, including an
overlay,on the full 1.25 mile stretch would cost approximately$l 83,650.
There is currently$123,651 available in the fund containing the money the County gave to the township
when they turned back the road to the township in 2000.
Options:
1) Complete the full project as described using the funds from the County and additional general
fund tax levy to pay for project costs.
2) Complete the full project as described suing the funds from the County and special assessments to
adjoining properties to pay for project costs.
3) Scale back the project and only complete the length of Quinell Ave starting at the northern point
to just past the railroad tracks. County funding may allow for more beyond the railroad tracks but
this seems like a natural separation point if the Council wants to scale back the project.
Fiscal Impact:
If the Council does not scale back the project or assess for at least one third of the estimated cost,then an
additional $60,000 would need to be levied.
Recommendation:
Options 2 or 3

Executive Summary
This report has been prepared to present information regarding Quinnell Avenue east of Trunk Highway 95.
The information contained herein includes a summary of the existing road conditions, suggested
improvements, and an opinion of the probable construction costs. The report suggests that the road surface
life could be extended with a bituminous overlay. It is recommended that the Scandia City Council use this
document as a guide for discussion on further maintenance options for Quinnell Avenue.
Introduction and Background
In 2000, Washington County and New Scandia Township reached an agreement regarding the turnback to
the Township of CR 53 (Quinnell Avenue). As part of the road turnback process, the County agreed to give
the city a lump sum payment to offset a portion of the costs for improving the roadway.
As part of the 2008 Pavement Management Report, Quinnell received a pavement condition rating of 1-2 (the
lowest rating on the 1-10 scale). In 2012 the City Engineer and the Public Works Director completed several
inspections and evaluations of the surface condition of the road. It was determined that the surface life of
the road could likely be extended for a significant period with a basic bituminous overlay, as opposed to full
depth reconstruction as suggested in the Pavement Management Plan.
Existing Conditions
Quinnell Avenue is approximately 1.25 miles long and is located on the east edge of the City. Its north end
connects to Highway 95 one-half mile south of Highway 97, while the south also connects to Hwy 95 at a
point one-half mile south of County Road 52. A location map is attached to this report.
Previous maintenance for Quinnell Avenue includes paving in 1978 and sealcoats in 1983 and 2000. Culvert
inspection, installation, and repair was completed in 2006.
The rural road section consists of a 22-foot wide bituminous mat with 12 to 24 inch wide gravel shoulders in
most areas. The street has numerous horizontal curves and is posted for 30-mph speed timit. There are
several culverts that cross beneath the roadway,all conveying surface runoff from west to east. Railroad
tracks cross Quinnell Avenue,at-grade, about one-half mile south of the north connection with Highway 95.

Noted Deficiencies and Suggested Improvements
The road was reviewed the entire length, with settlements, cracks, ditches, culvert dimensions, etc. noted.
The following lists several concerns we have along the road, which we recommend be added, repaired or
corrected.
1. The sub-grade is failing at several locations, evidenced by longitudinal cracks in the pavement. The
outside edge of pavement is falling away. It is proposed to remove and patching approximately 6,100
Sq. Ft. of the failed areas prior to the overlay.
2. The gravel shoulders on both sides of the road are low and will need additional aggregate (4-5 inches
after overlay). It is proposed to supplement the existing shoulder material to provide minimal 12 to 18
inch wide shouldering in most areas.
3. A 48"diameter RCP culvert,just south of the railroad tracks, was repaired in 2006. At that time, there
was discussion regarding the need to add apron sections to this culvert but none were added. While
aprons on this culvert may be required at some point, it is not proposed at this time due to budget
considerations.
4. The entire surface should receive a 1.5 to 2.0 inch bituminous overlay. It is proposed to place a
bituminous overlay that will re-establish a crown on the road. The overlay will be approximately 2-
inches thick at the centerline and taper to 1.5-inches this at the edges(on average).
5. After the bituminous overlay, new centerline and edge striping will placed to match the existing striping.

Funding for the project will be presented as a separate document. It is anticipated that funding for the
project will come from the fund that was established when the County originally turned the road back to the
Township as well as from additional sources. Note that the cost estimates contained herein are based on
anticipated 2013 construdion prices.
Conclusions and Recommendations
1. Review and discuss this report at a forthcoming Council Meeting or Council Workshop Meeting.
2. If a consensus is reached, and appropriate funding can be identified, accept the report and order
preparation of plans and specifications.
3. If appropriate, schedule an informal neighborhood meeting to discuss the proposed improvements.
