City of Scandia Parks and Recreation Committee Monday, June 5, 2023
A meeting of the Scandia Parks & Recreation Committee was held on the above date at the Community Center
and Zoom. Attended by Tom Hinz, Kimberly Johnson, Dustin Hegland, Heather Benson (Council Representative,)
Charles Fischer (Director of Public Works,) and Brenda “Bee” Stignani (Office Assistant.) Hegland called the
meeting to order at 7:04 p.m., a quorum was present.
PUBLIC FORUM
None
APPROVAL OF AGENDA
Motion to approve the agenda Johnson, seconded by Hinz. Motion carried unanimously.
APPROVAL OF MINUTES
Hegland called for any additions or corrections to May 1, 2023 minutes. No additions or corrections were
submitted. The minutes stand approved.
REPORTS
Chair Report
Gorham provided a written report.
Public Works Report
Fischer provided a written report. Benson questioned if the playground installation process would be weeks out
or months, to consider planning for the dedication ceremony in August instead of July. Fischer confirmed he is
waiting for a response from the contractor for the project timeline but recommended planning on later rather
than earlier.
Staff Report
Stignani provided a written report. Benson recommended reaching out to Rustic Roots for ballfield
advertisement consideration.
OLD BUSINESS
New Playground Dedication Ceremony
Benson will continue to communicate with Fischer regarding the installation timeline and the Farmer’s Market
organizers to coordinate this ceremony.
Fundraising for Parks
Johnson reported following up with a new caterer used by Gammelgarden. Johnson will prepare a compilation
of the options for catering collected for a fundraising event to be discussed in her absence at the July PRC
meeting.
Park Ambassadors’ Reports
No new ideas or concerns.

NEW BUSINESS
Water Tower Barn Little Library Update
Loralee Di Lorenzo updated the committee on the construction of this little library structure by her father . She
invited anyone to see it in the back of her car, and reported anticipating completing last step of painting it by
next week. The Marine Community Library will ‘seed’ the first books and periodically add more as needed.
Suggestions for a grand reveal included preparing a posterboard to be on display at the Farmer’s Market with
the history and contributors’ information and using this poster at other city events both before or after
installation, installing the library as soon as possible but delay a ceremony or event to coincide with another city
event, contacting SHA for ideas and collaboration, and requesting Elim Church assist in announcement in
addition to the city’s social media outlets.
