Background:
In February 2012,the Council approved changes to the Fire Department Operational Policy that
included reducing the probationary time for firefighters from 24 months to 12 months. The first
group of firefighters hired under these new policies joined the department in June 2012.
Issue: '
Should the probationary firefighters receive a $2.00/hour pay increase for completing their
probationary period and fire fighter certification?
Proposal Details:
Firefighters Michael Frank, David Mead, Todd Roe, Eric Rydeen, and Aaron Sipola were hired
June 1, 2012. They have completed the one year probationary term and all passed the firefighter
certification.
Per resolution 03-19-13-04, the Chief is requesting their hourly pay be increased from
$10.00/hour to $12.00 beginning with the June payroll.
This is the first set of recruits to get the $2.00 increase after only one year. The 2010 recruits did
not receive a $2.00/hour pay increase unti12012. The change in practice is due to the fact that the
state no longer has Firefighter I and Firefighter II levels; instead there is just a Firefighter level
and the City's change to the probationary term noted above.
Fiscal Impact:
Assuming their hours remain similar to those worked by the five firefighters over the last 12
months, the 20% pay increase would result in additional costs to the City of$2,580 for Fire
Department Wages, Taxes and Benefits.
Options:
1) Approve $2.00/hour increase for Frank, Mead, Roe, E. Rydeen and Sipola effective
June 1, 2013.
2) Approve a different increase for above mentioned firefighters effective June 1, 2013.
3) Do not approve an increase for above mentioned firefighters.
Recommendation:
Option 1.
