Minutes of July 28, 2026, EDA MeetingMinutesCity of Scandia Economic Development Authority Board of Commissioners Meeting Minutes Tuesday, July 28, 2026 Attendance: Council Member Steve Kronmiller. Absent Jim Gribble Also in Attendance: Executive Director Kyle Morell. Committee Members in Attendance: Jacqueline Chaves, Carolyn Smith, and Patti Lange. Absent: Dave Wilske. Call to Order: President Kronmiller called the meeting to order at 6:30 p.m. Approval of Agenda: Motion by Chaves, seconded by Lange, to approve the agenda as presented. Motion carried unanimously. Approval of Minutes: The Minutes of the May 26, 2026, Meeting were approved on a motion by Smith, seconded by Chaves. Motion carried unanimously . Housing Development Discussion EDA President Kronmiller explained a conversation he and administrator Morell had with LeAnne Stefaniak, President of At Home Apartments, LLC. The discussion touched on a number of topics, from senior housing to the limitations the City faces in attracting development due to its lack of city-owned water and sewer and density restrictions. The Committee agreed the residents of Scandia would not be in favor of spending the necessary funds to build significant city-owned water and sewer infrastructure. They would instead like to focus on being more proactive in helping make residents aware of the options available to them when looking to upgrade or sell their home. The committee would like to hold a life cycle planning seminar to help inform residents of options related to accessory dwelling units and housing programs available to them. Staff will work on putting information together for the Board to review. Business Breakfast The Committee reviewed information provided by Tourism Committee Chairman Sue Dickens about how the Committee ran their business breakfasts. The events were held in the morning, before working hours at the Community Center. The hosting Committee would provide breakfast and offer speakers who could help local businesses grow. Chaves believes the Board should host a breakfast and begin by asking local businesses what assistance they need or would like from the City. The Board could then review the responses and work to address those needs at future meetings. The Board selected Wednesday, October 7, 2026, as the date of its first meeting. The Board will work to put an agenda together at its August meeting and begin advertising the event in September.
