Nielsen Wilkie Inspection reportsFOREST LAKE VETERINARY HOSPITAL 19861 Fitzgerald Trail N., Forest Lake, MN 55025 Dr. Tom Randall / Dr. Michelle Schaak (651) 464-2752 Fax (651) 282-0746 Dr. Alyssa Tatro / Dr. Susan Brentesen To: City of Scandia In reference to: Premise belonging to Pat Wilkie On October 20, 2017 I inspected the home belonging to Pat Wilkie at 21775 Manning Trail N. in Scandia. There were 37 dogs and 2 cats at the location, no other animals or species were observed. During my visit approximately half of the dogs were in appropriately sized crates while the remainder were loose. The house and all of the crates were clean, there was no evidence of either urine or stool soiling. Ventilation was adequate and there were no significant odor issues. There is a large fenced area outside which can be used for elimination and exercise. The house is located on a large lot and there are no neighbors close by. The outdoor area was clean, no feces were observed. There was no evidence of pests or vermin, either inside or outside. All pets had access to clean water, were of good body condition and had clean, well groomed coats. All pets are up to date on rabies vaccination, these were done at our hospital on appropriate schedules. The owner chooses to administer distemper/parvo/parainfluenza vaccines herself. All pets appear well cared for. I have been caring for Dr. Wilkie’s pets for over 10 years. During that time they have received appropriate care and been presented for medical issues in a timely fashion. I have never treated any of her animals for a problem caused by neglect or abuse. During the inspection I did not observe any areas of concerns and I have no recommendations for improvements or changes in the animal care. Dr. Tom Randall Minnesota License #12590 Neil, Sherri I stopped out at the Wilkie property at 21775 Manning Trl N, Scandia MN on 10-20-17 at 1330-1500. I went through the house for 1 hour with Patricia. I will attach the Commercial Dog or Car Breeder Inspection Report that I went through for the property. She has 37 dogs ranging in age from 15-1.5 yrs old. The dogs are kept in 5 different areas around the house being front entry way, kitchen, living room, upstairs landing and her bedroom. There are 23 different dog crates which all are occupied leaving only 14 dogs that are free range in their confined areas. She explained that some days the dogs spend up to or over 16 in a crate during work and night hours. There was an odor coming from the house but it was an improvement from the first contact at the house back in 2016. 1- Lighting - Met the guidelines. All locations where the dogs are kept have the required light. 2-Ventilation - No ventilation practice in place. 3 Sanitation - Some cleaning efforts have taken place but improvements could be made 4 Confinement and exercise area surfaces - some kennels that dogs were being held in was just wire bottom, other were fine. Outdoor exercise area was dirt approx. 50'x50' space. 5-Drainage- No drainage practice in place, however all kennels have hard bottoms that could be washed out. 6-Food - Sufficient food was stored around the house. I did not observe her feed each dog but none looked malnourished. Not every dog had a dish for them self but owner stated she feeds each dog at different times. 7-Water - Several water dishes were located around the house and in kennels but not one for every dog. 8 - Shelter - There were 23 kennels in the house with dogs in every signal one of them. Some of the kennels looked to be too small but all dogs could stand and lie down. 9 -Dogs Outside - All dogs kept Inside 10 - Cats - The 2 cats were inside did not see them 11 – Temperature –All animals kept inside which was suitable for the animals 12 – Exercise - I had the owner let all the animals out at one time which was no issues. Unknown the amount of exercise each animal gets on a daily basis. 13 – Exercise in group - No issues or signs of disease. 14 – Housed in groups – Owner has 5 different areas that she keeps different dogs. Along with 23 different crates the dogs were kept in. 15 – Females in Estrus – Owner said she keeps the females separated when they come into heat by feeding and exercising at different times. All 37 dogs are in tacked. 16 – Min age at the time of sale – Owner said she has not sold a dog in 7 years; she gave a dog away 1.5 yrs ago. 17 – Enrichment and positive physical contact – Unknown how much physical contact the animals get 18 – Training – was not led to believe that there is any cruelty to the animals. 19 – Health Care – Owner didn’t have any records of the dogs at the house. She said they were at her office. 20 – Adequate Staff- The prop owner is the only one that cares for the animals. 21 – Transportation and shipment – Did not observe 22 – Identification – Owner said each animal is chipped, she showed me the chips she puts in. 23 – Records – No records were at the house, said she keeps them at her work. 24 - Vet Protocol – Does not breed anymore, spoke to her vet and he can not remember the last litter the owner has brought in. 25 – Vet Health cert – Has not sold a dog in 7 years, no records 26 – Brucellosis Test – Only when she breeds no records
