4.a) 2016 Street Improvements Preliminary Summary Report - FINAL - April 20142015 Street Improvements City of Scandia, MN Page 1 PRELIMINARY SUMMARY REPORT 2015 STREET IMPROVEMENTS CITY OF SCANDIA, MN April 2014 2015 Street Improvements City of Scandia, MN Page 2 SUMMARY The following report has been prepared for discussion for the upcoming City Budget Meetings to present information regarding the 2015 Street Improvement Project as identified in the attached Figure No. 1. This preliminary summary report information contains a background of existing conditions, series of pictures showing existing conditions, recommended improvements, and an opinion of project costs. BACKGROUND & EXISTING CONDITIONS The base roadway network that will be discussed within this report consists of approximately 3 miles. As represented in the attached Figure No. 1, the road segments are broken out into the following Parts with corresponding lengths: Part A – 236 th Street N, Novak Avenue N, 237 th Street N (Figure No. 2) 1.01 miles Part B – 230 th Street N, Kirk Avenue (Figure No. 3) 1.25 miles Part C – 228 th Street N (Figure No. 4) 0.74 miles Alternate areas have been identified and are shown on the attached Figure No. 5. The road segment and lengths for the alternates are shown below. These areas are approximately 3.14 miles: Part D – 195 th Street N, Old Marine Trail N (Figure No 6) 1.36 miles Part E – Orwell Court (Figure No. 6) 0.26 miles Part F – 202 nd Street N, Orwell Ave N (Figure No. 6) 1.52 miles Part G - Quinnell Avenue N (Figure No. 7) 1.33 miles The existing bituminous widths of the roadways outlined above vary from as narrow as 22’ and as wide as 24’. In 2008, the City’s Pavement Management Plan was prepared, dated July 2008. This plan identified the roadways within Part A-C to be reconstructed at that time which was six years ago. From the time the Pavement Management Plan has been completed and now, additional road deterioration and maintenance items have occurred. Public Works has completed some surface improvements in efforts to prolong the roadways life, but even some of the areas that patching has been completed are already breaking up again. The existing underlying soils vary for each street identified. Based on soils survey information prepared by the United States Department of Agriculture and Natural Resource Conservation service the soils that are anticipated to be encountered range from well drained sands to poor draining clays to muck. It is evident based on the history of maintenance needed to be performed on the streets that there are structural deficiencies with the pavement related to the quality of the existing underlying soils. 2015 Street Improvements City of Scandia, MN Page 3 PICTURES SHOWING EXISTING CONDITIONS Part A - 236 th Street N, Novak Ave N, 237 th Street 2015 Street Improvements City of Scandia, MN Page 4 Part B - 230 th Street N and Kirk Ave 2015 Street Improvements City of Scandia, MN Page 5 Part C – 228 th Street N 2015 Street Improvements City of Scandia, MN Page 6 RECOMMENDED SCOPE OF WORK A visual inspection of the roadways has been completed and from that observation the following list of recommendations have been prepared to reconstruct the roads to City Standards. • It’s recommended the streets be full depth reconstructed to provide an adequate road section based on an evaluation of the existing underlying soils and existing surface roadway defects that show pavement failure caused from age of pavements, poor subgrade soils, and frost heaving. Full depth reconstruction of streets would provide long-term upgrades to the roadway and the underlying infrastructure and provide the necessary strength to support any surface improvements. • It’s recommended the typical section follow the Engineering Standards, unless soil borings support differently. Geotextile fabric shall be placed on compacted sub-grade, 12 inches of select granular borrow, 8 inches of class 5 aggregate base, and the pavement section of the roadway will be constructed with 2.5 inches of bituminous non-wearing course and 1.5 inches of bituminous wearing course, and will be constructed to a width of 24 feet width. In areas possible, a 2 foot shoulder on each side of the roadway shall be constructed with aggregate material. • The streets will also be reviewed for areas that could benefit from slight realignment to improve safety or sight distances, where feasible. • The City will have to work with the property Owners upon completion of the proposed work of the newly constructed roadway to ensure the completed roadway will be within platted City right-of-way. Some of the identified roadways are located on properties that are recorded to the adjacent property owners. Others have been constructed within a platted right-of-way. The City has maintained the roadways well past the 6 years requirement, so by State Statue a prescriptive right-of-way exists. • Minor clearing and grubbing is anticipated. The project streets have defined ditches with positive drainage overall. Where streets are proposed to be widened there will be the need to do some tree clearing. • It is anticipated some areas will require sub-grade correction to ensure the base of the roadway is stable for the construction of the roadway typical section. • Drainage improvements will be required within this project to fulfill the requirements of the local Watershed District. Water quality enhancements that shall be identified through the design process will likely require field survey to collect topographic data along with off road soil borings to determine type of soil for investigation if infiltration or filtration will be possible. • Additional investigation of the existing roadway bed shall be completed by performing soil borings before the final roadway section can be verified. • Street signs and advisory signs will be removed and replaced with signs that meet the current sign retroreflectivity and size standards. Pavement markings will also be completed with this project. The pavement markings will consist of a centerline and edge striping. 2015 Street Improvements City of Scandia, MN Page 7 OPINION OF PROBABLE COSTS The following opinion of probable project costs have been estimated as shown below. These estimates include: construction costs, project contingencies, legal, administrative, engineering, and permits. Detailed Cost Estimates for each parts A-C are attached to this report. Part A – 236 th Street N, Novak Avenue N, 237 th Street N $872,000 Part B – 230 th Street N, Kirk Avenue $1,072,000 Part C – 228 th Street N (Lofton Ave to Meadow Brook Ave) $628,000 Total Estimated Project Costs Parts A-C $2,572,000 The above named Parts averaged a reconstruction cost per foot of $130/LF. The estimated cost for the alternate streets is based on the reconstruction rate for parts A-C. This rate aligns with what was presented in the City’s 2008 Pavement Management Plan. The estimate cost for Parts D-G are shown below. Part D –195 th Street N, Old Marine Trail N $930,800 Part E - Orwell Court $175,500 Part F - 202 nd Street N, Orwell Ave N $1,043,300 Part G – Quinnell Avenue N $913,900 Total Estimated Alternate Project Costs Parts D-G $3,063,500 A report dated February 2013 was prepared by Stantec to resurface Quinnell Ave with a 1.75” Bituminous Overlay. Though resurfacing does address problems on the surface of the roadway by replacing the top layer of asphalt pavement, this method of reconditioning does not address any structural deficiencies the road may be experiencing. Reflective cracking will also be seen within a year of the project and is recommended to be added to the City’s crack filling program shortly after the project is completed. The final scope of work for the roadway sections shown in Part D – Part G, should be determined after investigation of the underlying soils has been completed by having several soil borings performed. CONCLUSIONS • Review and discuss this report at upcoming City meetings. • Schedule informal neighborhood meetings to discuss the proposed improvements • If a consensus is reached and funding can be identified, the City Council can proceed with the project, and shall include the following next steps, but not limited to; ordering soil borings, ordering survey work, and order a Feasibility Report.
