City of Scandia Parks and Recreation Committee
Monday, August 5, 2019
Members Present: Dustin Hegland (Vice Chair), Carol Schwinghammer, Cami Van Abel, Greg Zauner, and
Patti Ray (City Council Representative) Judi Negus (Office Assistant) and Adam Hawkinson (Director of Public
Works)
Members Absent: Terry Gorham (Chair)
Vice Chair Hegland called the meeting to order at 7 p.m.
PUBLIC FORUM
Principle of the Scandia Elementary school, Julie Geirman, attended the meeting. She and Patti Ray went over
the storyboard proposal and confirmation of the school’s support for the pathway storyboard project. The
storyboards would be changed out every two weeks and the story would be progressive. There are 6 stands and
the last stand would also contain acknowledgement of the contributors of the stories.

Motion by Hegland, seconded by Zauner, to approve the agenda. The motion carried 4-0.
APPROVAL OF MINUTES
Motion by Zauner, seconded by Hegland, to approve the July 1, 2019 minutes. The motion carried 4-0.
REPORTS
Chair Report
Chair Gorham provided a written report.
Public Works Director Report
Hawkinson provided a written report.
OLD BUSINESS
Vinterfest planning
PRC has a goal of having a draft of the flyers ready for a September meeting review. Event planning includes: the
hockey tournament coordination with Cory Roberts, buttons – the school contest and Dan Lee producing them,
acquiring haybales, Sculpture contest arrangements and sponsor, inviting guest characters to attend the event
(gnomes in the past), port-a-potty arrangements, kube coordination, coordination with the cloggers, Lions
coordination of the breakfast, other organization involvement such as the church, Gammelgarden, Meisters, and
the addition of other events – curling, a band, evening movie in the community center, Frozen Princess contest,
cribbage contest. Zauner agreed to organize the list of events and have preliminary draft ready for discussion.

Capital Improvement Planning
PRC would like to see more grants considered for the CIP in the future. A list of opportunities was provided.
Hawkinson agreed but noted grant work is very time consuming and help would be needed in submitting,
procuring, and implementing the grants.
Bone Lake Park Trails
Next step is getting a survey for the east side. At the end of the discussion, all the PRC members concluded all
four corners of the park should be located. This would take some financial resources. The four corners of the
park need to be found so planning can begin. Staff is checking with Landmark to see if there are any past surveys
that can be used.
Bleacher Recommendation for Wayne Erickson Park
Hawkinson provided the PRC with bleacher options that would mirror what is existing. He had talked with the
two teams that have used the fields in the past years to receive their feedback. They wanted to keep the same
configuration so some fans could watch from behind home plate and others could be elevated to look over the
fence to view the game. After discussions of the options, the PRC selected the quote from Outdoor Aluminum.
Hegland made the motion to approve recommending the purchase to the council and VanAbel seconded.
Motion carried 4-0
Recreation Programming
Schwinghammer had offered a yoga program that was successful for the first session. She would like to
provide more sessions to the community through the Scandia recreation programming but is limited with
the cost of insurance and the agreement with the City. If the City were to agree to make an amendment
that would extend the current Program Agreement into 2020, Schwinghammer would provide additional
six-week yoga programs from time to time.
Gaga Pit
An Eagle Scout in the community would like to construct a Gaga pit within the community. After the school noted
they did not have room on the grounds, the PRC was approached to see if there was space or a need on city
property. After some discussion the PRC recommended that the Eagle Scout approach the Barton Johnson
association and ask if they were interested in having it on their property since the elementary school students
regularly make visits to the site.
NEW BUSINESS
Donation of Plow by John Westphal
PRC engaged in a discussion on areas it may be set as a form of monument or interest piece. The PRC could not
come up with a good location or reason to accept the donation.

Motion by VanAbel, seconded by Schwinghammer, to adjourn the meeting. The motion carried 4-0.
