11-01-10 Minutes CITY OF SCANDIA PARKS AND RECREATION COMMITTEE Minutes of November 1, 2010 Members Present: Alex Bildeaux, Chair, Sally Swanson, Vice-Chair and Secretary, Tom Vogen, Joan Benner Members Absent: Matt Rasmussen Guests: Laurie Monson, City Recreation Coordinator, Anne Hurlburt, City Administrator, Tom Triplett 1.Call to Order. 2.Review Agenda. 3.Approve Minutes (approved October). Accept resignation of Dan Skupien. Reports: Lilleskogen Project Update: 4.No updates, but discussed various labor options to eradicate buckthorn. The MN Conservation Corps., boy scouts, etc. Recreation Programs: 5. Laurie reported that the skating program flyers were prepared and will be distributed after Community Ed reviews and approves them. The school bus will drop students off at the rink after school to attend a program. We are currently taking ice rink attendant applications. City Council Meeting: 6. The Council did not approve our entire recommended fee hike for usage by hockey teams, in particular those that are from outside Scandia. Approved a fee hike to $150 for reserved ice time for the season, and no reservations on week-ends. The grant application to Washington County was approved. Guest Presentations: Tom Triplett President of Friends of Scandia Parks and Trails – Funding Plan. Tom discussed that the Friends group is looking for funds from various sources to use in Lilleskogen and other park projects. He also mentioned that he has been working with the Lions, and he is a Lions member, on getting some financial backing and labor from them for Hay Lake Park and Lilleskogen. They are just looking to us to provide plans. Jake Otto, who is working for his Eagle Scout badge, is preparing a plan for Hay Lake to connect the park to the Hay Lake School. There was some discussion about dogs in Wind in the Pines Park, and talk of the Gateway Trail progress. Project Discussions: Grant Opportunity Update: 7.The Grant application for the Washington County money has been updated and submitted (bike route maps and signage monies). Anne thought it had turned out well. Signs: 8. Sally will circulate pictures. Sherri Buss at TKDA may assist with long term planning for signs, when we receive the grant money from Washington County if our application is accepted. Lighted Ball Field grills 9.- Matt: Sally circulated information, but this has been tabled . until Spring Vinterfest 10.:Sally reminded people of some ideas that were given out last year that might be implemented this year, such as a chili cook-off, treasure hunt, bingo, etc. Everyone is to come with their ideas to the next meeting. Meeting adjourned until November 1, 2010.
