04-05-10 Minutes CITY OF SCANDIA PARKS AND RECREATION COMMITTEE Minutes of April 5, 2010 Members Present: Alex Bildeaux, Chair Sally Swanson, Vice-Chair, Mike Goeken, Matt Rasmussen, Joan Benner, Edward Ruf, Tom Vogen, Dan Skupien Guests: Laurie Monson, City Recreation Coordinator, Steve Thorpe, City Building Official, Pete Crum, City Council representative, and Tom Triplett, Friends of the Park 1.Call to Order. 2.Review Agenda. 3.Approve March Minutes. Report Updates: Lilleskogen Project Update (Steve): Steve reported that he was still applying Rodeo weed killer for the crabgrass, and that we could not work out there at this time. He also reported that the Weir Structure was in, but not started until the crabgrass is removed. There was also discussion regarding cleaning up the creek drains. It wasn’t felt it was necessary at this time. In addition, he reminded us that we had purchased 100 trees and plants which need to be planted, choke cherries, cranberries, etc. There was a small amount of money that needed to be used by the end of 2009 or we would have lost it, so plants were bought. Summer Rec Programs: Laurie reported that she handed out summer program flyers at the Scandia School Carnival. She also reported on advertising fees for various newspapers. It was agreed that more advertising is necessary and we should place 4 ads in the Forest Lake Times starting mid-April (1), May (2) and early June (1). She will also send flyers home with the Scandia grade school kids. She will attach the special label to the flyer required by the school. She has also been conducting equipment and supply counts. City Council Meeting: Nothing to report. Friends Resolution for Gateway Trail: Tom Triplett filled us in about the status of the Gateway Trail land acquisition from the Stillwater area to Scandia. Recently May Township had a meeting regarding the trail passing through there. It was generally accepted, except for one vocal citizen against the trail as of now. The Park Board was asked to approve a resolution which encourages the MN DNR to put the Gateway Trail as a priority. The resolution was approved and will be presented to the City Council. Wind in the Pines Park: April 9, 2010 at 4:00 pm was the date picked to complete the last few steps in the switchback at the park. Lilleskogen timeline (volunteer opportunities): There was continuing discussion on upcoming projects that can be completed at this site while the Rodeo spraying is going on. Members of the Board would like to schedule dates for buckthorn removal which must be done a certain way (April 25 is a proposed date, Alex to notify board members). There were thoughts on conducting a burning there, and Steve was going to check with Chief Finnegan. It was also discussed regarding location of the easement off of Olinda Trail into the park. We would like to stake that out, and mark it somehow. Steve thought he might be able to do this. Once found, thoughts were for possible split rail fencing to indentify and mark the easement. Lighted Ballfield Improvements: Matt Rasmussen and Sally Swanson asked for approval to make some improvements to the lighted ball field after being approached by local ball teams regarding the same. They will submit a proposal to the Lions for the fixes. The proposal would include removal of non-working refrigerator in the concession stand, sprucing up of paint, general cleaning up of inside of concession stand building. A new scoreboard fashioned after the existing scoreboard would be an added bonus. Miscellaneous: The topic of addresses for all the parks was brought up in general in relation to geo-caching, and coordinates for surveyors, etc. Steve has experience in obtaining addresses from Washington County, and told us a bit about the process. Board members expressed interest in this, since it would help greatly with signage, advertising, survey, etc. There was also discussion of the Oxboro Avenue easement into William O’Brien State Park, and location of the same. The easement is 6 feet wide, and there is a slight parking area. Finally, Hay Lake was briefly discussed since the Friends of the Park and the Lions are developing plans for that park, and will be conducting a June fundraiser there. Meeting adjourned.
