06-07-10 Minutes CITY OF SCANDIA PARKS AND RECREATION COMMITTEE Minutes of June 7, 2010 Members Present: Alex Bildeaux, Chair, Sally Swanson, Vice-Chair, Joan Benner, Tom Vogen Members Absent: Mike Goeken, Matt Rasmussen, Edward Ruf, Dan Skupien Guests: Laurie Monson, City Recreation Coordinator, Anne Hurlburt, City Administrator, Pete Crum, City Council representative, and Tom Triplett, Friends of the Park, Dan Hames, Scandia-Marine Lions, Kyle McCleary (Boy Scouts of America) and Mike McCleary 1.Call to Order. 2.Review Agenda. 3.May Minutes to be adopted at next meeting due to no committee quorum present. Reports: th Lilleskogen Project Update: 4. The buckthorn removal took place on Saturday, June 5 as scheduled at Lilleskogen with many volunteers showing up. The “Sentence to Serve” individuals are to come and remove the brush pulled and piled at the front of the park. The next buckthorn removal day is scheduled for Wednesday, July 28, 2010 starting at 4:00 p.m. Tom Triplett handed out a list of grant foundations that were identified as potential money sources for Lilleskogen Park projects. Summer Recreation Programs: 5. Laurie reported that the tennis class is full, and that the paper has been running some ads for the summer programs. Also, Lakes Academy School sent program flyers home with all students. City Council Meeting: 6.Alex reported that at the May 18 City council meeting there was discussion regarding the Olinda Trail Easement into Lilleskogen Park. The easement abuts the Benson property and that eventually the City will need to mark and identify the path/trail into Lilleskogen Park from Olinda. The Council did confirm this will be part of Lilleskogen Park’s development, but would like Alex to speak with the Bensons before we do anything within the boundaries of the easement. Alex is trying to schedule a time with Matt to meet with the Bensons’ to discuss the marking of the easement and entry into Lilliskogen Park. Guest Presentation: Dan Hames of the Scandia-Marine Lions presented an idea for a new Taco Daze event for a possible start in 2011. The Lions are interested in having a medallion hunt as a new event, and asked for permission and suggestions on using area parks. Those present agreed it would be a fun new event, and further discussion will be held at other meetings. Project Discussions: Goose Lake Landing: 7. Anne reported that there was nothing new, tabled discussion until next month. Lighted Ball field Improvements: 8.The first Phase of improvements has been completed. The interior of the concession stand is now sheetrocked and painted. There are new window shutters also. As for the scoreboard, Kyle McCleary has asked that he make and install a new one for his Eagle Scout project. He also thought that he might build wooden barriers around the portable bathrooms and landscape under the scoreboard. He will prepare a proposal and get it back to us for approval and then forwarding to the City Council for approval. Sally to provide the information that she has on hand regarding the sign dimensions, etc. Friends of Scandia Parks: 9.Tom Triplett shared a listing of potential institutional funders that submitted ideas on how the Friends can help the Park Committee and the City on various projects. In particular, the friends are commissioning a grant writer to try and locate funds for Lilleskogen park projects. In addition, the Friends are looking to assist th with the June 5 buckthorn removal at Lilleskogen and would like dates for upcoming volunteer activities. Tom told us a bit about the Gateway Trail discussions held in May Township. Finally, Tom discussed that the Lions are interested in providing funds to make improvements at Hay Lake Park and are looking for ideas and suggestions from Friends of Scandia Park and the Parks and Recreation Committee on what would likely be best out there. The Washington County Historical Society is willing to work with us on providing possibly water to the site and pathways from the old Hay Lake Schoolhouse. He also mentioned that Big Marine Park Reserve is beginning to work on an update to the Master Plan. A very small portion of the Park Reserve is in the City of Scandia limits and Scandia is monitoring the discussions regarding the updating of the Plan. Anne mentioned that it would be in our best interest to do so, since we do provide EMS services. Another area of interest is the warning sirens upgrades potentially benefitting others outside of the Park Reserve. Addresses for Parks: 10.Steve is working with the County to acquire existing park addresses. The county has been very slow to respond and there is no new information at this time. Tabled until next meeting. Volunteering Schedule 11.: Next scheduled buckthorn removal at Lilleskogen Park is for Wednesday, July 28, 2010 starting at 4:00 p.m. to dusk. Survey matters: 12.Discussion was held regarding the remaining funds ($10,000) for Wind in the Pines Park management plan, and possibly using some of those funds for survey costs of the park. Sally gave the quotes that she gathered for the survey cost at Wind in the Pines Park. Miscellaneous Discussion:Wednesday, July 14 13. The next meeting will be held on since th the first Monday is considered the 4 of July Holiday, and the following Monday and Tuesday the meeting room is occupied. Also, Anne will bring to this meeting the balance of funds in our account, and there will be discussion how funds are to be spent, etc. Meeting adjourned.
