05-03-10 Minutes CITY OF SCANDIA PARKS AND RECREATION COMMITTEE Minutes of May 3, 2010 Members Present: Alex Bildeaux, Chair Sally Swanson, Vice-Chair, Matt Rasmussen, Joan Benner, Edward Ruf, Tom Vogen, Dan Skupien Guests: Laurie Monson, City Recreation Coordinator, Anne Hurlburt, City Administrator, Pete Crum, City Council representative, and Tom Triplett, Friends of the Park 1.Call to Order. 2.Review Agenda. 3.Approve April Minutes as revised at meeting. Reports: Lilleskogen Project Update: 4. Anne reported that a controlled burn is scheduled for May 8, 2010 at 8:00 am. It was mentioned that there are trees that could be planted at Lilleskogen. Summer Recreation Programs: 5. Laurie reported that she has prepared an inventory of park equipment and supplies and that she will send it to committee members. Also, she had inquired of the FL Times and Press about advertising. We decided to stick with Press Releases, in the Times and Messenger. Laurie also met with the Forest Lake Community Education program people and they reviewed our programs. They had some issues with some or our programs as duplicative of theirs. We agreed only to take out Mad Science of the disputed programs. For advertising purposes, Laurie would like people to send pictures of their kids, other family members participating in our programs in the past. It was thought we might have a photo contest where the public sends in their photos for use in advertising/marketing materials. Matt and Sally volunteered to have a booth at the upcoming PTO Fun Run on Saturday, May 22, 2010. They will display the new banner and hand out Recreation Program flyers. City Council Meeting: 6.Alex reported at the City Council meeting approved the summer recreation programs collaboration with Camp Lakamaga. Project Discussions: Goose Lake Landing: 7. Tabled discussion until next month. Anne reported that the plans for the revamp of the rainwater run-off at the boat launch and parking lot are being revised. The money from the Water Conservation District however, needs to be used by June. Lilleskogen timeline (volunteer opportunities): 8.A burn date has been set for May with Chief Finnegan. The first day of Buckthorn removal is set for Saturday, June 5, 2010 at 8:00 a.m. The following is a list of goals for summer projects at Lilleskogen: (a)Set monthly dates for buckthorn removal/park clearing. There was discussion regarding the best and easiest way to remove buckthorn. You can use pullers (sold at Menard’s or the Soil District has them), or, if they are cut, the stumps need to be sprayed. Start this after the controlled burn. (b)Lay-out of trails throughout the park. There are some trails through the park currently existing, but because of the buckthorn and other growth, they cannot be seen. (c)Establish the east entrance (Olinda Trail easement) to the park. Steve has marked the easement off of Olinda Trail. Anne said that the easement is shown on the approved park plan and that the people that are currently encroaching on the easement have been made aware of it. There is further discussion about how to identify the path to the park with sign markers and path materials. Alex will ask the City Council on May 18 if we can notify the encroaching property owners again about our plans for this summer and marking the path. Lighted Ball field Improvements: 9.The first Phase of improvements has been started. On Saturday, May 1 the old refrigerator and microwave from the concession shed were removed and recycled at Scandia Heavy Metal Days. The men’s fast pitch team has bought the supplies to revamp the concession stand inside, and will begin sheet rocking soon. Sally is still waiting for new scoreboard proposals. Friends of Scandia Parks: 10.Tom Triplett submitted ideas on how the Friends can help the Park Committee and the City on various projects. In particular, the friends are commissioning a grant writer to try and locate funds for Lilleskogen park projects. In th addition, the Friends are looking to assist with the June 5 buckthorn removal at Lilleskogen and would like dates for upcoming volunteer activities. Tom told us a bit about the Gateway Trail discussions held in May Township. Finally, Tom discussed that the Lions are interested in providing funds to make improvements at Hay Lake Park and are looking for ideas and suggestions from Friends of Scandia Park and the Parks and Recreation Committee on what would likely be best out there. The Washington County Historical Society is willing to work with us on providing possibly water to the site and pathways from the old Hay Lake Schoolhouse. Addresses for Parks: 11.Anne will provide a list of existing park addresses at the next Board meeting. Meeting adjourned.
