We are sending you our comments and requests about the amendment to an Existing Conditional Use Permit for proposed improvements to the property located at 19261 Manning Trail North, Scandia, MN. First of all we are NOT in favor of this expansion to the existing business, with a restaurant/hotel. Is there going to be a liquor bar too? We feel his remaining parcel of land is not large enough for his expansion. We have the following requests. 1. We would like a solid six foot fence built on the property line before construction of the restaurant/hotel. We would like the fence to go the total length of the property line (to the corner). We have, after Mr. Reicherts removed the original white fence between our two properties have dealt with food paper trash, newspapers, customers coming on our property with their animals and children and the latest is the building debris from his new shed/garage. After the Store took down the white fence, we did put up an orange snow fence to stop some of the trash and people coming over which has helped but we still have lots of trash coming over on our property. 2. Before the fence is built, we would like the store to survey the property line on the Store's south side and east side. We want to make sure the property line, for both properties are correct and documented and we would like a copy. Since the Store is commercial property and we are residential property, we feel this is a reasonable request. We are asking the store's east property line surveyed, because in 2007 when we first discovered the store's water basin had failed, the water broke through our land and made an underground tunnel which caused sand/sludge to drain into our swamp/pond. When Mr. Reicherts finally complied and had a back hoe come in, to remove the sand/sludge they drove over the chain link fence (which was not repaired) and the north survey stake was missing (which is still missing) and the project was never completed. Now, this water basin has continued to get worse. 3. We would like a detailed map of his construction expansion, parking lot and sewer system. Regards, Cc: Mayor Maefsky �- Patti Ray Betty and Bob Sterbentz I}IStencentzal huiia}ail.c:om Amendment to letter of April 2, 2020: We were in contact with Brenda Eklund and she sent us the information that I asked for in the April 2, letter that we requested in Number 3. When looking over the first attachment, the "2020 Parking Lot and Stormwater Improvements", we have some questions. 1. On page 4 of the parking lot diagram, along the south property line there are 13 parking spaces. These parking spaces look very close to the property line, don't these parking spaces need to be 20 feet from the property line just like the shed/garage? 2. On page 6 they show the property line and half way down the middle is a line extending out. Does this indicate where the fence stops? If it does, we do not agree, as we stated in the letter this is a commercial property next to a residential property. We are asking that the fence be continued to the corner of the property. We do not want to see a parking lot and what goes on at the restaurant/hotel, keep trash and people/animals off our property and at night we do not want to see car lights glaring into our house (I have two bedroom on the north side of my house). When I purchased this property in 1978 it was a very quiet area. The store was there and there was several yards of tree between the store and us, they were cut down. Now when some cars leave the gas station they squeal their tires, horns go off occasionally, people stop and eat their food at the picnic tables and when they leave they do not dispose their trash properly, and we hear people talking. Our back yard is not private and quiet any more. We have put up with a lot of different situations all these years living by this commercial property. By extending the fence would be a nice way to be neighborly. And from the view point of the parking lot, looking south at the white solid fence instead of an orange snow fence, would look a lot better for the store/restaurant/hotel. Just saying. We have not been able to look at the other two documents as yet, so we might have more questions or comments.
