CITY COUNCIL AND PLANNING COMMISSION
JOINT WORK SESSION AGENDA
Wednesday, April 14, 2021

City Council Attendance: Heather Benson, Steve Kronmiller, Patti Ray and Mayor Christine
Maefsky.
Planning Commission attendance: Chair Travis Loeffler, Greg Amundson and Perry Rynders.
Also in Attendance: City Administrator Ken Cammilleri, City Clerk Brenda Eklund, City Planner
Evan Monson, SHC Planning Consultant Jennifer Haskamp, SHC Planning Consultant Julia Mullin.
Absent: City Council member Jerry Cusick; Planning Commissioners Jan Hogle, Dan Squyres.
Call to Order 5:33 PM by Vice-Mayor Patti Ray. Mayor Maefsky joined the meeting at 5:36 PM.
1. Presentation by Swanson Haskamp Consulting to discuss the Working Draft Section 153.500
Administration and Procedures of the Unified Development Code.
Ms. Haskamp explained that the Section is intended to:
“…consolidate, synthesize and simplify the information contained in Chapter 1 of the current
Scandia Development Code. The contents of the current Development Code are cumbersome
and repetitive making it difficult to understand. This section is intentionally placed sequentially
after the Zoning District, Use Standards and Development Standards sections to reduce
repetition and confusion. The purpose of this section is to be accurate, clear and concise to
improve the land use review process.”
The Council and Commission discussed the structure and intent of the Section, and suggested
minor clarifications. A timeline and schedule of the UDC implementation will be provided at a
future meeting, with the goal to conclude the project by year-end.
2. Adjournment: Ray, second by Kronmiller, moved to adjourn. Motion carried unanimously. The
meeting adjourned at 6:34 PM.
