At a special meeting on February 28, 2012, the Scandia City Council ap-proved release of the Draft EIS (Environmental Impact Statement ) for the Zavoral Mining and Reclamation Project for a public review and comment period, as provided by the Minnesota Environmental Quality Board (EQB) rules. The comment period began on Monday, March 19 and will end on Friday, May 18 (4:00 p.m.) Tiller Corporation proposes to conduct gravel mining and reclamation activi-ties on 64 acres of a 114-acre site located east of State Highway 95 (St. Croix Trail, a State Scenic Byway) at State Highway 97 (Scandia Trail) owned by Dr. James Zavoral (see location map.) The DEIS evaluates 3 alternatives: Alternative 1, removing the gravel over a 5- to 10-year period; Alternative 2, no-build alternative; and Alternative 3, a reduced timeframe, 3.3– to 5 years. Sub-alternative 3A examined completing the mining in 150 days within approximately a 1-year period. Where to review the DEIS: on the city website (www.ci.scandia.mn.us); at the city office during regular office hours; at the library (Hardwood Creek or Marine branches); or on CD (request a free copy from the city office.) Attend the public meeting: The Scandia Planning Commission will hold a public meeting on the DEIS on Tuesday, April 3, 2012 at 7:00 p.m. at the Scandia Community Center. Verbal and written comments will be accepted at the meeting. Submit comments: Written comments must be received before the end of the comment period. After May 18, all comments will be reviewed and responded to before preparation of the Final EIS. Dates for the next step will depend upon the number and nature of the comments received. The City may not and will not consider any permits for the project until the environmental review process has been completed. Candidates are placed on the ballot with-out party designation. Candidates may withdraw from the election by filing an affidavit of withdrawal with the City Clerk not later than 5:00 p.m. on Thursday, August 16, 2012. Filing fees are not refundable. Qualifications for candidates are: Eligible voter At least 21 years of age when assuming office Resident of the city for thirty days preced-ing the General Election (November 6, 2012) Has not filed for another office in the same election Compensation for Scandia City Council mem-bers is currently (2012): Mayor: $3,882.96 Annually City Council Member: $3,148.34 Annually Scandia will elect a Mayor and two City Council Members at the November 6 general election. The Mayor serves a two-year term, and Council Members serve four-year terms. The terms of Mayor Simonson and Council Members Amos and Ness end in 2012. Filing opens Tuesday, July 31 and ends on Tues-day, August 14, 2012. Office hours for filing are 9:00 a.m. to Noon, and 1:00 p.m. to 4:00 p.m., Monday and Wednesday through Friday, and 9:00 a.m. to Noon, and 1:00 p.m. to 6:00 p.m. on Tuesdays. Candidates must file an affidavit of candidacy with the City Clerk, signed in the presence of a notary, and pay a $2.00 filing fee. (The filing fee is waived if a petition is submitted containing 500 signatures of eligible voters, or 2% of the number of persons who voted in the last election for that office, whichever is less.) Candidates should be pre-pared to supply satisfactory evidence of identifica-Election judges are essential to our democracy. They staff local polling places, administer election procedures, and ensure that the rights of voters are protected on Election Day. Election judges are paid an hourly wage of $9.00, receive paid training, and serve at the Primary (August 14) and General (November 6) Elections. With advance notice, employers must allow workers time off to serve as election judges. Some qualifications for serving as an election judge include being eligible to vote in Minnesota, and speaking fluent English. High school students age 16 and older may serve as trainee election judges. Judges must attend a two-hour training session (date to be determined.) Would you like to serve? Monday, November 5, 5 p.m.— Absentee voting for General Election closes Tuesday, November 6, 7 a.m.-8 p.m.— Election Day In the mood for some spring cleaning? “Heavy-Metal Day” , Scandia’s annual spring clean-up, is scheduled for Saturday, May 5 from 8:00 a.m. to 11:00 a.m. in the Community Center parking lot. Residents may drop off items not taken by your regular trash hauler, but NOT considered hazardous waste. Examples of items accepted are: appliances, tires, furniture, mattresses, scrap metal and wood. There will be a fee for some items. The fee schedule is posted on the city website. Hazardous materials, electron-ics, and all other recyclables, are accepted year round at the there is no snow cover. In all cases, please notify the Wash-ington County Sheriff’s Office (651 439-9381) one hour before you burn. There may be re-strictions depending on weather, time-of-day or air-quality issues. See the city office for more information and for permits. Spring Load Limits— are in effect and are expected to last Signs— Permits are required for all signs, including temporary signs for garage sales and com-munity events. There’s no fee for temporary sign permits. No signs may be placed in any public rights-of-way, on any roof, or painted on walls or attached to utility poles. Burning Permits— A (no-charge) burning permit is re-quired for open burning when for about 8 weeks after they went into effect on March 5. Call the City office with any questions. Contact LATV at 651 464-1143 with any ques-tions. “Heavy Metal Day” is Saturday, May 5 Short Takes Page 3 Volume 6, Issue 1 The City of Scandia will be col-laborating with the Gammel-gården Museum again this sum-mer to offer residents a weekly Community Market where they can purchase fresh produce, honey, flowers, crafts and more. The market will be held every Wednesday from 4-8 pm, start-ing June 13 and running through September 26, 2012. The Mar-ket will be held in the museum parking lot, 20880 Olinda Trail. The market is currently seeking vendors who produce and sell vegetables, fruits, baked goods, plants, flowers or crafts. Home-based business owners are also welcome. In November 2011, the City of Scandia began contracting with the City of Forest Lake for part-time building inspections ser-vices. Keith Wille, Forest Lake's Building Official, was designated to also serve as Scandia's Building Official. Building permit applications are still submitted to the Scandia city office. Forms may be downloaded from the website. Building code-related plan re-views are done by Forest Lake staff. Zoning and other local ordinance plan reviews are done by Scandia staff. Scandia’s per-mit fee schedule continues to apply. Inspection requests must be made to the City of Forest Lake by calling the inspection line at 651 464-4349. 24-hour ad-vance notice is required. Building Code questions should be directed to Forest Lake staff at 651 209-9726. Scandia continues to issue elec-trical permits, and Dave Ki-chler (651 462-6829) continues as electrical inspector. New Procedures for Building Permits and Inspections
