(Types of users; individuals vs. groups, age ranges, how many people use facility?) How is facility or recreational program used? (Intended purpose vs. ad hoc use) When is facility or recreational program being used? (Seasonal, time of year, time of day, permissible use vs. adaptive or unsanctioned use) Who controls use of facility or recreational program?
