NOTICE OF SPECIAL PLANNING COMMISSION
MEETING TO CONDUCT SITE VISITS
NOTICE IS HERBY GIVEN that the Planning Commission of the City of Scandia,
Washington County, Minnesota, will hold a special meeting on Sunday, December 5, 2021
beginning at 1:00 p.m. to visit the sites and gather information concerning the following
requests that will come before the Commission at its December 7, 2021 regular meeting:
• Variances from lot size and road frontage requirements for construction of a single-
family dwelling on a non-conforming lot, and Variances for an Accessory Dwelling Unit
located within required setbacks from lot lines, wetlands, and a lake.
Site Visit Location: 19489 Manning Trail North
Applicants: Paul and Denise Bruggeman on behalf of property owners Pat and Brenda
Melchoir
On site at 1:00 p.m.
Entrance to the property is on the east side of Manning Trail just north of the large
“Land for Sale” realty sign. The applicant will meet you at the entrance to the
property.
• Variance from side yard setback requirements to replace an existing detached garage
Site Visit Location: 12140 Lakamaga Trail North.
Applicants: Martin Nora and Peter Nora, on behalf of property owners Nora Properties,
LLC

• Amendment to an Existing Conditional Use Permit for a Rural Event Center
Site Visit Location: 20168 St. Croix Trail, Rustic Roots Winery
Applicants: Greg and Andrea Sandager
On site at 2:15 p.m.
This is an official Planning Commission meeting and is therefore open to the public. The
Planning Commissioners will meet at the site visit locations. Owners, applicants and interested
parties are also invited to meet at the sites.
