DRAFT Minutes
Monday, November 8, 2021
6:30 P.M.
Location: the Scandia Community Center, 14727 209th Street N, Scandia, Minnesota
And Via Zoom and Boxcast Stream
Attendance: President Heather Benson, Vice President Mark Porubcansky, Commissioner Brad
Borg, Commissioner Sue Dickens. All in person.
Absent: Commissioner Greg Amundson.
Also in Attendance: Executive Director Ken Cammilleri
Call to Order – President Benson called the meeting to order at 6:34pm.
Approval of Agenda – Motion by Dickens, seconded by Porubcansky, to approve the agenda.
Motion carried.
Approval of Minutes from the Board’s October 14, 2021 Meeting – Motion by Porubcansky,
seconded by Dickens, to approve the October 14, 2021 meeting minutes. Motion carried.
Director’s updates/financial report – Cammilleri noted that he had no report due to no new
financial activity. He noted that anything that was not covered at this meeting would be included in
the December meeting report.
Discuss final plans for the 2021 Holiday Market Extravaganza – The event scheduled to coincide
with Vinterfest activities will be held from 10:00am until 5:00pm on Sunday, November 28th in the
Hall of the Scandia Community Center. The event will be followed by the Vinterfest Tree Lighting
Ceremony at 5pm outside. No food will be served at the EDA’s Holiday Market event, and the
number of vendor participants will be capped at 30, and no vendors will be replaced if they opt out
before the event. Signs have been ordered to promote the event, and flyers have already been
printed. Setup will need to be confirmed though City Staff. The Commissioners who volunteered
to assist with setup agreed to get in touch with the City Clerk to finalize a setup time due to other
scheduled activities at the Scandia Community Center.
Review of EDA Work Plan - The Commission worked on refining the last two goal sections of their
work plan. They agreed to revisit the document at their next meeting to finalize the draft.
Discuss and finalize December business breakfast – Wednesday, December 15, 2021 – the
Commission and staff discussed the speaker list and looked into ways to improve the promotion of

the event. Your Home Café has been arranged to cater the December Breakfast, and it was decided
that the Thirsty Buffalo would be given an opportunity to provide a brief profile of their business.
Items for future agendas – EDA Workplan and Discussion of Sewer and Water Analysis
Next Board Meeting Date – Monday, December 13th at 6:30pm
Adjournment – Motion by Borg, seconded by Dickens to adjourn at 8:07pm. Motion carried.
